This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. Per authorization of FAR 6.302-1, the intended source is Northrop Grumman, Electronic Sensors & Systems Sector, 600 Hicks Road, Rolling Meadows, IL 60008-1098. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation Numbered N00164-00-R-0017 is issued as a Request for Proposal. Solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-14 and Defense Federal Regulation Supplement Change Notice 19991118. The Standard Industrial Code is 3699. CLIN 0001 -- CEC Antenna Microwave Power Module, Northrop Grumman P/N 037-004821, quantity of 27 each. F.O.B. Destination, Naval Surface Warfare Center, Crane IN terms apply with inspection and acceptance at Source. Deliveryshall commence within 270 days after the effective date of the contract for the first 3 units. Remaining units are required to be delivered 6 each per month thereafter. This is anticipated to be a Firm-Fixed Price contract. The acquisition of the Northrop Grumman CEC Antenna MPMs brand name is essential to the Government's requirements. Therefore, this acquisition will be issued on a sole-source basis in accordance with FAR 6.302-1 for the Northrop Grumman CEC Antenna MPMs. A proposal shall include the following information: 1. Provide MPM electrical performance test data showing compliance to specification (see attached spec NSWC/CD 86 SPC 00 2605) on past units built to the same or a very similar specification. These past units shall be of a single part number. Provide the serial number(s) of each unit tested. 2. Provide MPM environmental test data showing compliance to acceptance and qualification portions of the specification (see attached spec) on these same MPMs. 3. Copy of CAMPM ATP for approval.
