-- PRESOLICITATION NOTICE PROPOSED COMMERCE BUSINESS DAILY ANNOUNCEMENT
The purpose of this announcement is to notify Industry of the
forthcoming release of an Invitation for Bid (IFB) Number
DAAB15-00-B-1001, for the Army's High Value Asset Security Cage (HVASC)
acquisition. The Product Manager, Physical Security Equipment (PM, PSE)
Office is in need of these HVASC units to provide security for selected
high-value, sensitive, and pilferable items, such as Night-Vision
Goggles, Hand-held Weapons, Hand-held Mission Systems and Components,
Individual GPS Hand-held devices, Battlefield Sensor Systems, Avionics
and Flight Instrument Equipment associated with Aircraft, and
Classified Mounting Components for Weapon Systems. This effort is in
response to user surveys that identified a critical need for highly
versatile, bulk storage cages. The HVASC procurement will be managed by
the Office of the PM, PSE at Fort Belvoir, VA. The HVASC units have
been produced by UNICOR -- Federal Prison Industries, Inc., located in
Pekin, Illinois, as part of a Low Rate Initial Production effort that
resulted from an unsolicited proposal. In addition, UNICOR is
currently producing HVASC units to fulfill a fiscal year-end purchase
order. The HVASC effort consists of two model types, Supply and
Portable. In addition to the two model types, there are associated
spare parts such as shelves, tarps and caster assemblies for each model
type. The Government intends to award a Firm Fixed Price, Indefinite
Delivery Indefinite Quantity contract for one base year with four
optional ordering periods. The maximum quantity is 1,000 HVASC units
consisting of a combination of each model type. All seriously
interested bidders should submit their company name, address, point of
contact, telephone number and email address to Mrs. Mary Byrd at
"mbyrd@hoffman-issaa2.army.mil". Those bidders who submit the requested
information should be aware that the Government may elect to conduct
pre-bid facility visits. The successful bidder will be required to
support a Government conducted First Article Test (FAT) on one each
HVASC model type, and respective tarp under the terms of the contract.

the Interagency Business Opportunities Page (IBOP) at
http://abop.monmouth.army.mil. These documents are downloadable and are
posted as a "Pre-solicitation Notice" session. This announcement is
identified on the BOP as "DAAB15-00-B-1001, Pre-Solicitation, HVASC".
Bids are due no later than thirty (30) days from the issuance date
(Block 5 of the Standard Form 33) of the IFB and may be sent to:
