E-MAIL: Teresa Monaco, Teresa.L.Monaco@grc.nasa.gov. NASA/GRC plans to issue a Request for Quotation (RFQ) for CLOSED CELL SUPERALLOY (CCS). This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/GRC intends to purchase the items from Welsch Metallurgy Inc. (WM). The statutory authority permitting other than full and open competition is 10 U.S.C. 2304(c)(1), "only one responsible source and no other supplies or services will satisfy agency requirements." CCS has a potential to replace conventional superalloys in low stress applications and save a significant amount of weight. Since WM has a patent on the CCS forming process, no other source is presently known to possess a similar process that can successfully produce CCS materials. The Government intends to acquire a commercial item using FAR Part 12. Interested firms have until December 13, 1999 to submit in writing to the identified point of contact, their qualifications/capabilities. Such qualifications/capabilities will be used solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. Responses received after December 13, 1999 or without the required information will be considered nonresponsive to the synopsis and will not be considered. A determination by the Government to not compete this proposed effort on a full and open competitive basis, based upon responses to this notice is solely within the discretion of the Government.
