authority of FAR 6.302-1, the U.S. Environmental Protection Agency
intends to negotiate on a sole source basis with Elmar Altwicker to
identify the role and reaction rates of various carbon sources in
polychlorinated dibenzodioxin/dibenzofuran (PCDD/F) synthesis through
use of a isotope-doped, gas/solid flow reactor system. This work shall
identify the relevant published research related to rates and sources
of carbon in PCDD/F formation, consisting of a comprehensive
literature review from amongst the peer reviewed literature and
critical summary thereof. From this review, necessary test plans must
be developed from which to devise a recommended test matrix for
experiments to be conducted in the EPA flow reactor facility for the
purpose of identifying reaction rates and limiting reagents. These data
must be analyzed for rate parameters and developed into a model making
use of kinetic codes that will be used for predicting formation and
emission levels. Professor Altwicker's experience makes him uniquely
qualified in that he is an internationally-known expert in the field of
formation mechanisms related to chlorinated dioxins and chlorinated
furans with particular emphasis on experimentally determined rates of
formation in solid/gas flow reactor systems and because he has a unique
familiarity with the EPA flow reactor system in which experiments will
be done that will enable him to quickly and effectively undertake
experimental design. In addition, his program has been the only one
that has extensively investigated and authored peer-reviewed
publications related to experimentally-based reaction rates for
formation of these trace combustion byproducts in solid/gas flow
systems with the use of isotopically-labelled isotopes. Further, he is
also versed in the use chemical equilibrium/kinetic codes which, when
combined with his experience with isotopes and gas/solid flow reactor
systems for rate determinations, makes him a unique source. THIS IS
