E-MAIL: Teresa Monaco, Teresa.L.Monaco@grc.nasa.gov. NASA/GRC plans to issue a Request for Quotation (RFQ) for LASER FORMING TITANIUM ALUMINIDE (TIAL) FOIL PRECURSOR. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/GRC intends to purchase the items from Applied Research Laboratory at Penn State (ARL). The statutory authority permitting other than full and open competition is 10 U.S.C. 2304(c)(1), "only one responsible source and no other supplies and services will satisfy agency requirements." TiAl has been identified as an alternative material to replace conventional superalloys. TiAl offers great potential in weight savings. ARL has developed laser technology as an alternative to casting TiAl. Since ARL has a patent on the basic laser forming process for TiAl, no other source is presently known to possess a similar process that can successfully produce a laser formed structure out of TiAl. The Government intends to acquire a commercial item using FAR Part 12. Interested firms have until December 13, 1999 to submit in writing to the identified point of contact, their qualifications/capabilities. Such qualifications/capabilities will be used solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. Responses received after December 13, 1999 or without the required information will be considered nonresponsive to the synopsis and will not be considered. A determination by the Government to not compete this proposed effort on a full and open competitive basis, based upon responses to this notice is solely within the discretion of the Government.
