to issue a Request for Quotation (RFQ) for IMPROVED COMPOSITION OF A
K-5 BASED TITANIUM ALUMINIDE FOR LONG TERM DURATIONS AT 900 DEGREES C
AND ABOVE. This procurement is being conducted under the Simplified
Acquisition Procedures (SAP). NASA/GRC intends to purchase the items
from UES Inc. The statutory authority permitting other than full and
open competition is 10 U.S.C. 2304(c)(1), "only one responsible source
and no other supplies or services will satisfy agency requirements."
TiAl has been identified as an alternative material to replace
conventional superalloys. TiAl offers great potential in weight
savings. This procurement will aid in improving the high temperature
resistance of an advanced TiAl alloy, K5. Since UES has a patent on the
K5 series of TiAl, no other source is presently known to possess a
similar composition that can successfully withstand temperatures above
875 degrees C. The Government intends to acquire a commercial item
using FAR Part 12. Interested firms have until December 13, 1999 to
submit in writing to the identified point of contact, their
qualifications/capabilities. Such qualifications/capabilities will be
used solely for the purpose of determining whether or not to conduct
this procurement on a competitive basis. Responses received after
December 13, 1999 or without the required information will be
considered nonresponsive to the synopsis and will not be considered. A
determination by the Government to not compete this proposed effort on
a full and open competitive basis, based upon responses to this notice
is solely within the discretion of the Government. Oral communications
are not acceptable in response to this notice. All responsible sources
may submit an offer which shall be considered by the agency. An
