This serves as a SMALL BUSINESS SOURCES SOUGHT Notice and Market Survey to locate qualified small business sources for the procurement of engineering, test and quick response acquisition services to the Countermeasures Hands-On Program (CHOP). The United States Air Force Research Laboratory (AFRL), Phillips Research Site, has been tasked by the Ballistic Missile Defense Organization (BMDO) to support the development of U.S. Missile Defense systems able to operate effectively against likely third world country countermeasures. This mission will be accomplished by determining the level of difficulty for adversary rest-of-world (ROW) countries to buy, build, or otherwise acquire effective countermeasures through a hardware-oriented approach in a strict ROW simulation environment. Sources are being sought to assist the AFRL in developing innovative countermeasure concepts and develop unique test hardware and special studies requiring a quick acquisition cycle or a unique third world perspective. Potential small business sources are being sought who can provide a range of services, either in-house or through prospective subcontractors. Offerors are encouraged to submit capability statements which specifically address their ability to implement the broad range of CHOP services which include: (1) program planning support; (2) mission studies and analysis support, (3) design, (4) fabrication, (5) experiment and test planning (to include execution and integration of test system elements); (6) performance assessments and recommendations, and (7) mission readiness assessments. The contemplated effort is a 5-year contract. The AFRL anticipates awarding a single Indefinite Delivery, Indefinite Quantity (IDIQ) contract with Cost Plus Fixed Fee (Completion) individual task orders. NOTE: Foreign owned firms are advised they will not be allowed to participate at the prime contractor level. Export Controlled Data is required on this effort (see 10 U.S.C 140 c), offeror must be currently certified and registered by the Defense Logistics Services Center (DLSC), Battle Creek, MI 49016-3412, (1-800-352-3572) in order to be considered a responsible contractor under this acquisition and to receive export-controlled technical data. Dissemination of export-controlled information must be according to the provision of DoD Directives 5230.24 and 5230.25 and AFR 80-34. Interested small business offerors must indicate whether they qualify as a small business under SIC Code 8711, with a size standard of $20M. LARGE BUSINESSES SHOULD NOT SUBMIT STATEMENTS OF CAPABILITY. Interested/qualified small business sources who can provide the requirements in accordance with the description above are invited to submit a written qualification statements to include: (1) name and address of applicant (Corporate/Principal Office); (2) name, phone and fax number of point of contact; (3) SIC Code; (4) type of business (indicate i.e.: small business, small disadvantaged (not 8(a) certified), 8(a)); (5) contractor's facility capabilities and location; (6) past performance: provide 3 significant contract references which are relevant to providing services similar to the required services for the past 2 years, list contracts and include the following information: (a) customer; (b) contract number; (c) contracting officer's representative (COR) name and telephone number; (d) contract value; (e) period of performance; (f) description of product/services. In accordance with FAR 19.508(e) and FAR 52.219-14, Small business firms must perform a minimum of 50% of the described services as the prime. Personnel may be required to obtain a SECRET clearance in order to perform work under this effort. Based on the responses to this sources sought synopsis, the government reserves the right to set-aside this acquisition for participation by small businesses or 8(a)s. WHAT TO SUBMIT: Two original hard copies of all information sought should be conveyed in no more than 25 pages. Submissions cannot be sent by FAX or e-mail. Responses to this sources sought synopsis must reference F29601-00-R-0001. An Ombudsman has been appointed to hear concerns from offerors or potential offerors, primarily during the proposal development phase of the competitive, negotiated acquisition. The purpose of the Ombudsman is not to diminish the authority of the Program Director or Contracting Officer, but to communicate contractor concerns, issues, disagreements, and recommendations to the appropriate government personnel in the pre-proposal phase of competitive, negotiated acquisitions. Before contacting the Ombudsman, potential offerors should first communicate with the Contracting Officer.
