Kemper (202)482-1512 The NATO C3 Agency is inviting bids for the
provision of a VTC system. The VTC System will consist of a single
Multi-point Conference Server(MCS) and 7 VTC terminals. The MCS ans one
VTC terminal will be installed at RC North, Brunssum, The Netherland.
The location of the six remaining VTC Terminals is still to be formally
agreed. However, one terminal will be located at the following sites:
Brussels, Belgiun; Norfolk, Virginia; Naples, Italy; Ramstein, Germany;
Karup, Denmark,and Stavanger, Norway. The network must support the
H.320 standard. It must be capable of inter-working with the existing
NATO VTC network, that is, working together with current NATO VTC
assets such that any differences in hardware or software will be
transparent to the user. The new network should be capable of secure
operation using NATO furnished encryption devices. It must operate with
N*64Kb/s channels provided by either the NATO satellite or terrestrial
network or ISDN. The MCS must support simultaneous mixed date rates.
Both the MCS and the terminals must support V.35 interfaces. Current
audio and video VTC standards must be supported. In addition, the
system will support multi-point conferences which can be controlled by
a chairperson. The MCS must support up to 10 simultaneous conference
participants, of which 2 may be cascaded MCSs. Simultaneous live views
of up to 4 conference participants must be supported. Application
sharing and collaborative data must be supported. As well as ports for
connection of camera and monitors, the VTC terminals must be equipped
with at least two asynchronous ports for the connection of a computer
of fax and ports for the connection of a VCR, a document camera and
scan converter. Ancillary networking equipment such as Fiber Optical
Modems and ISDN Terminal adapters will be included in this procurement.
All applicants must be certified by the U.S. Department of Commerce,
