202/512-3607 The U.S. General Accounting Office (GAO) hereby provides
notification that it intends to enter into a non-competitive contract
with The Consortium of Universities of the Washington Metropolitan
Area, 5001 Eisenhower Ave, Alexandria, Virginia 22333-5600, for the
purpose of acquiring audit support services from college faculty and
students. No solicitation will be issued. Other offerors should be
aware of the following key requirements that will be met by the
Consortium. The Contractor shall provide support which includes: (1)
issuing delivey orders as early as March 2000; (2) issuing delivery
orders for as little as $500.00; (4) supplying faculty for any U.S.
college where research is being performed similar to the audits being
performed by GAO; and (5) supplying graduate and undergraduate students
to work primarily at the Washington, DC, headquarters with fewer
students working in some of the regional offices: Atlanta (and its
sublocation in Huntsville, AL; Boston, MA; Chicago, IL (and its
sublocation in Dayton, OH); Dallas, TX; Denver, CO; Kansas City, KS
(and its sublocation in St. Louis, MO); Los Angeles, CA; Norfolk, VA
(and its sublocation in Raleigh, NC); San Francisco, CA (and its
sublocation in Sacramento, CA); and Seattle, WA (and its sublocation in
Portland, OR). Faculty-supplied services shall be billed on a daily
basis according to professorial rank, and student-supplied services
shall be billed for a work year (typically around 1,300 hours -- up to
40 hours per week during the summer and up to 20 hours per week during
academic terms). Audit support tasks in delivery orders might include,
but not be limited to, supplementing staffing on jobs, auditing
financial accounts, conceptualizing studies, locating and acquiring
information, sampling from and weighting to populations, developing and
pretesting data collection instruments, analyzing data and displaying
findings, reviewing reports for content-matter and methodological
concerns, evaluating information systems infrastructure, providing
computer assistance, translating documents written in a foreign
language, training GAO staff, and marking college laboratories and
equipment available to GAO. We anticipate award of a contract for a
base period (FY-2000) and four one-year options (FY-2001, FY-2002,
FY-2003 and FY-2004). This notice of intent is not a request for
competitive proposals. However, all proposals received within
forty-five calendar days after date of publication of this synopsis
will be considered by the Government. No contractual documents are
