International Development is contemplating a sole source award to
Thomas C. Leonhardt to design and facilitate a one week training course
for up to four new coaches per class hired by USAID to work with new
foreign service officers. The training planner/facilitator will also
design and facilitate a three-week orientation course for the new
employees and make all necessary logistical arrangements to ensure that
equipment, supplies and presenters are available when and where needed.
This will include reviewing and/or preparing orientation course
materials, guiding and preparing presenters as to enhance the content
and quality of their presentations and providing general directions and
advice throughout the orientation session to students and trainers
alike. This work will require an extensive knowledge of the Agency and
its Foreign Service operations. It is anticipated that this work will
cover a two to three month performance period for each New Entrant
Professional class. The USAID will follow Federal Acquisition
Regulation Part 13, Simplified Acquisition Procedures, in preparing the
solicitation and award for this support. Competition is anticipated to
be based on sole source, as only one candidate is known to possess the
in-depth knowledge of the Agency's organizational structure, operations
and Foreign Service Officer development programs and the experience in
managing, overseeing and facilitating a training program of this
nature, all of which are considered essential for ensuring the delivery
of an effective orientation program within the limited time available.
