The Naval Surface Warfare Center-SSES Philadelphia intends to contract, through competitive negotiations with firms qualified as Small Business Administration Section 8(a) contractors, for services to accomplish alterations and modifications to equipment for all types of DOD ships in various locations. The contractor will also supply facilities and labor to support the kiting and staging of alteration material in locations and quantities specified in the solicitation. It is estimated that approximately 650,000 man-hours of effort over the entire period of performance will be required. SIC 3731 applies. It is anticipated that 5 year Cost-Plus-Fixed-Fee, Indefinite Delivery Indefinite Quantity, Best Value, Multiple Award contracts will be negotiated.
