synopsis/solicitation for commercial services prepared IAW the format
on Subpart 12.6, as supplemented with additional info. included in
this notice. This announcement constitutes the only CBD solicitation.
Proposals are being requested and must be received by COB 12/27/99.
This is a 100% small business set-aside. This procurement is for
facilitation services as follows: Up to 5 external contract
facilitators will work with EPA internal facilitators to form a
Supervisory Feedback Facilitator Cadre. EPA developed and administered
a written survey for all employees which will be used as the basis for
a facilitated meeting between staff and supervisor. Each facilitator
may work with 7 supervisors and their direct reports (clients).
Services are defined as follows: Phase I: Kick Off Meeting, 1/25/00,
9:00am -- 12:00pm, 1200 Sixth Avenue, Seattle, WA 98101 IF YOU ARE NOT
AVAILABLE FOR THESE DATES AND TIMES, YOU WILL NOT BE CONSIDERED
RESPONSIVE; Open House Introduction Sessions (3 hours) where 1
three-hour session will allow facilitators to meet and talk
w/supervisors and their planning team, 2/2/00 1:00pm -- 4:00pm. IF YOU
ARE NOT AVAILABLE FOR THESE DATES AND TIMES, YOU WILL NOT BE
CONSIDERED RESPONSIVE; Phase II: Facilitated Feedback meetings (8 to 10
hours per feedback meeting per client). Phase III: Facilitator Cadre
Check-In Meetings (5 hours), Closeout Meeting (3 hours). The project
will start 1/10/00 and finish on 5/30/00. The majority of meetings will
be in the Seattle area. One each may be held in Anchorage, AK, Boise,
ID, Portland, OR, Lacey, WA and Hanford, WA. EPA will reimburse travel
expenses IAW Federal Travel Regulations only from the Seattle area to
the remote locations and return. NO travel expenses are authorized to
the Seattle area. EPA will provide meeting space, supplies, and
reciprocal agreement forms. Each facilitator will coordinate directly
with the EPA client to schedule planning/feedback meetings. Selection
criteria: Education, Experience, Past Performance, Cost. All other
factors other than cost or price, when combined, are approximately
equal to cost or price. Responders should provide: Written description
of theories/philosophies that guide your work as an organizational
development/effectiveness professional (2-page max.); description of
recent feedback projects. (provide name of client, your role, duration,
contact person, phone number). Indicate if EPA is authorized to contact
this client; Fee structure in terms of $/hour; Resumes of specific
consultants who would be assigned to this project; Federal employer
identification number and Uniform Business Identifier. Please contact
