CONFERENCE FOR CIVIL REQUEST FOR APPLICATION A pre-Application conference will be held at the U.S. Agency for International Development, Ronald Reagan Building, 1400 Pennsylvania Avenue, N.W., Room 4.8 E/F on December 9, 1999 at 1:00 P.M. EST. USAID's Global Bureau's Center for Democracy and Governance (G/DG) is considering a Request for Application to result in a Cooperative Agreement to support transitions to and the consolidation of participatory democratic processes world-wide by enhancing the freedom of individuals to associate, to openly debate and advocate public policy change, and to petition and seek redress from their government. Subject to the availability of funds, USAID expects to award up to $ 6 million over five (5) years to one Cooperative Agreement under a "Leader with Associates" cooperative agreement. The Recipient may consist of an organization representing a consortium of US-registered PVOs or other organizations, institutions, universities and individuals as sub-recipients. However all members will be expected to have demonstrable experience in supporting civil society organization -- strengthening activities.
