commercial items prepared in accordance with the format in Subpart
12.6, as supplemented with additional information in this notice. This
announcement constitutes the only solicitation; proposals are being
requested and a written solicitation will not be issued. RFP#1245899.
The incorporated provisions and clauses are those in effect through
FAC#97-14. The US Government Printing Office is a legislative branch
entity; as such; it does not follow the small business program. This
systems shall consist of the following major elements: a. A thermal
oxidizer; b. an exhaust stack to the roof; c. a purge stack to the
roof; d an exhaust fan; e. a supply duct to the oxidizer; f. steel
structure on roof of bridge. The GPO proposes to procure a MEGTEC
oxidizer (Phoenix 5000).In order to comply with title V regulations
concerning theexhaust from dryers of Group 86 web presses, a pollution
control system is required. The new oxidizer must be compatible to the
exisitng system due to the requirement that engineering must operate
and maintain this pollution control system. The testing of the
electrical control systems and safety iterlocks should be the same so
as to facilitate the maintenance of this equipment in a safe manner and
to avoid non-compliance with the clean air standards. Any failure of
this oxidizer will result in the shutdown of the Group 86 web presses.
The Phoenix model 5000 offered by the MEGTEC company meets all of the
regulations regarding pollution control and is fully compatible to the
existing system. Due to the critical nature of this function, a sole
source from MEGTEC will be negotiated. A MEGTEC oxidizer (Phoenix 5000)
is currently in service on the roof of building #3 which treats the
exhaust from the Group 98 presses. One system is being procured.
Delivery shall be the US Government Printing Office, Central Receiving,
Room C170A, Washington, DC 20401. Time of deliveryand installation
shall be within 9 months after award of the contract. FOB Destination.
Provision 52.212-1 Instructions to Offers-commercial Items applies to
this acquisition. Acceptance shallbe when 30 days of
satisfactoryoperation have been logged by the contracting officer.
Offerors shall complete a copy of the provision at 52.212-3, Offeror
Representations and certifications-commercial Items with its offer. The
clause at 52.212-4, Contract Terms and Conditions-Commercial Items,
applies to this acquisition. The clause at 52.212-5, contract Terms and
conditions Required to Implement Statutes or Executive
Orders-Commercial Items, applies to this acquisition. The GPO Disputes
Clause applies in lieu of the FAR clause. Warranty- Notwithstanding
inspection and acceptance by the Government of the equipment of the
equipment furnished under this contract, the contractor warrants that
for a period of 1 year after the date of the acceptance, all work
furnished under this contract will be free from defects in workmanship
or material and will conform to the specifications and all other
requirements of the contract, and that upon written notice from the
contracting officer issued within the warranty period, he shall
promptly furnish all labor and material to replace or correct the
defective equipment; and responsibility for the equipment while in
transit shall be borne by the cotractor. The heat exchanger of the
incinerator shall be covered by a 5 year warranty against any type of
failure such as corrosion,metal ftigue, cracking, etc. This extended
warrantyis predicated on the operation of the icinerator so as to not
exceed the maximum design temperature of the unit as established by the
manufacturer. the company may elect to install sensors on the presses
which will modify the operation of the incinerator in order to prevent
overheating. Providing, installing and wiring these sensors and
controls is the responsibility of the contractor. As site inspection
shall be arranged for interested offerors. References, including names
and phone numbers, from four previous installations shall be
