Fleet & Industrial Supply Center Puget Sound (FISCPS) intends to procure chemical reagents/test kits in support of the Naval Hospital Bremerton. Kits to include Phenobarbital, Valporic Acid, Gentamicin, Vancomycin, FT4, TSH, PSA, AXSYM Line Solution 4, PROPONIN I Regent Pack, 12-month AXSYM Immuno-Chemistry Analyzer per specifications in solicitation. Quantities range from 4 to 84 kits per year. Delivery is required on a monthly basis to U.S. Naval Hospital Bremerton, WA for a one-year period of performance with three one-year option periods. Inspection and acceptance at destination, FOB Destination. The Government intends to solicit, negotiate and award on a sole source basis with Abbott Laboratories, Diagnostics Division, 100 Abbott Park Road, Abbott Park IL 60065-3500 as the tests have been specifically approved for Abbott Laboratories by the FDA for use in blood donor testing. No other manufacturer is known to have FDA approved reagents for all of these tests. The FDA prohibits the use of substitute reagents that are not specifically tested and approved for blood donor screening. Notes 22 and 26 apply.
