for commercial items prepared in accordance with the format in Federal
Acquisition Regulation Subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; proposals are being requested and a written
solicitation will not be issued. This is a request for proposal (RFP),
and the solicitation number is N00173-00-R-PL01. The Naval Research
Laboratory has a requirement for a high speed digital imaging system.
Specifically, the contractor shall provide the following brand name OR
EQUAL equipment and salient characteristics which are capable of
meeting the Government's requirements: Roper Scientific EKTAPRO HG-TX
Imager Model 2000 with 8192 frames of storage and an User Interface
manual. As a minimum, the system shall be capable of storing at least
1000 pictures per second, and shall have a resolution of at least 512
pixels by 384 pixels in 24-bit color. Pixels shall be 16 um X 16 um for
computer image analysis applications. It shall be capable of holding at
least 8000 images, expandable to at least 13,000 images. The system
shall be able to work in conjunction with multiple cameras in order to
obtain multiple views of a physical process. The system shall be
capable of continuous recording with variable pre-post trigger, and
both live and playback video as color or monochrome RS-170 output. The
system shall be capable of looking directly into flood lamps and still
capture surrounding scene. Variable exposure shall be from 23 through
983 microseconds at 1,000 full frames per second, in 5 microseconds
increments. Communication shall be 100 Mbps Ethernet. The system shall
be small, lightweight, and self-contained not requiring any
accompanying processor. Required delivery is eight months after award.
Desired delivery is six months after award. System to be delivered,
all transportation charges paid by the Contractor. The Government shall
accept at FOB Destination, Naval Research Laboratory, Washington,DC
20375. The incorporated Federal Acquisition Regulation (FAR) and
Defense Federal Acquisition Supplement (DFARS) provisions and clauses
of this acquisition are those in effect through Federal Acquisition
Circular 97-14 and for Defense Acquisition Circular 91-13. The FAR and
DFARS provisions and clauses are hereby incorporated by reference. For

accordance with the provision at FAR 52.212-1, Instructions to
Offerors-Commercial Items. Offerors are advised to include with their
offer a completed copy of the provisions: FAR 52.212-3, Offeror
Representations and Certifications-Commercial Items, DFARS 252.212-7000

252.225-7000, Buy American Act-Balance of Payments Program Certificate.
Offerors will be evaluated in accordance with FAR 52.212-2,
Evaluation-Commercial Items. The specific evaluation criteria under
paragraph (a) of FAR 52.212-2 is: (1) technical capability of the item
offered to meet the Governments minimum needs based on examination of
product literature, (2) Past Performance (see FAR 51.212-1(b)(10)) and
(3) Price. Technical capability and past performance, when combined are
of greater importance compared to price. The following FAR clauses
apply to this acquisition: FAR 52.212-4, Contract Terms and
Conditions-Commercial Items and FAR 52.212-5 Contract Terms and
Conditions Required to Implement Statues or Executive Orders-Commercial
Items. The additional clauses cited under FAR 52.212-5 that are
applicable to this acquisition are: FAR 52.203-6, Alt I, FAR 52.203-10,
FAR 52.219-4, FAR 52.219-8, FAR 52.219-14, FAR 52.222-26, FAR
52.222-35, FAR 52.222-36, FAR 52.222-37, FAR 52.225-18 and FAR
52.232-33. The clause at DFARS 252.212-7001, Contract Terms and
Conditions Required to Implement Statues Applicable to Defense
Acquisitions of Commercial Items, applies to this acquisition. The
additional clauses cited are: DFARS 252.225-7001, 252.225-7012,
252.227-7015, 252.227-7037 and 252.233-7000. Any contract awarded as a
result of this solicitation will be a rated DO order certified for
National Defense Use under the Defense Priorities and allocations
System (DPAS) (125 CFR 700), and the Contractor will be required to
follow all of the requirements of this regulation. Offers must be
delivered to Procuring Contracting Officer, Code 3235: PAL, Naval
Research Laboratory, Department of the Navy, Stennis Space Center, MS
39529-5004 and received no later than 2:00PM, CST, 16 December 1999.
