N68335-00-R-0210. The Naval Air Warfare Center plans to issue a Request
for Proposals (RFP) on or about 10 January 2000 for the design,
development, manufacture, integration, test and Direct Vendor Delivery
(DVD) support of the Moriah Program. The Moriah Program is a
multi-phase acquisition program consisting of an engineering and
manufacturing development phase followed by production and support
phases. Moriah will replace/upgrade the wind and meteorological and
oceanographic (METOC) sensors and associated displays, thereby
providing a single sensor suite, consistent across all ship classes and
shore stations, including an automated METOC observations capability.
Moriah will consist of shipboard environmental sensors, an automated
data acquisition and processing system, multiple system interfaces, and
displays. It will be a flexible, open architecture, modular system
capable of being deployed in a variety of configurations and should be
able to accept new and/or improved capabilities as needed with very
little additional integration effort. METOC measurement parameters
include wind speed and direction, air temperature, sea surface
temperature, relative humidity, barometric pressure (station pressure)
and a vertical atmospheric profile. Copies of the RFP may be requested
from the Contracting Officer, Naval Air Warfare Center Aircraft
Division, Code 252, Building 129, Highway 547, Lakehurst NJ, 08733. The
specification package is subject to export controls, therefore, if not
previously provided, any request for the RFP package must be
accompanied by current DD2345 certification. A Secret security
clearance will be required upon award of contract; interested offerors
are advised to apply/update clearance status early in the procurement
process. Proposals will be due 45 calendar days after the date the
solicitation is issued. Requests should be directed to Rita Brownlee,
732-323-2749; telefax 732-323-2908; email: brownleerj@navair.navy.mil.
