The Defense Threat Reduction Agency (DTRA) has a requirement to maintain, extend, and validate the Hazard Prediction and Assessment Capability (HPAC) source model capabilities to model the hazardous material plume production and growth for explosions in, near, or under biological and chemical production/ storage facilities. The model will be extended to include scenarios resulting from releases of hazardous chemicals that are used in manufacturing, oil refining, agriculture, etc., that may or may not be associated with traditional weapons of mass destruction (WMD) applications. It is expected the security standard will be Secret. The contract will be for a base period of three years, with options for up to two additional years. This is an unrestricted solicitation. All responsible sources may submit an offer, which will be considered. The estimated release date of the solicitation is 22 December 1999.
