synopsis/solicitation for commercial items in accordance with the FAR
Part 12.6. A written solicitation will not be issued. For this action,
the simplified acquisition threshold takes its definition from FAR
13.5. The Navy's Acquisition Reform Office (ARO) located in Crystal
City, Va. has a requirement for support services. The Statement of Work
is provided now. The Government invites you to propose your approach to
meeting this requirement based upon the resources identified in your
Navy ITSS BPA or GSA schedule. The ARO anticipates work to commence on
or shortly after 22 December 1999 and continue through 30 September
2000. -- The Government's award evaluation shall be in accordance with
the ordering rules stated in FAR 8.402 and GSA language in their FSS
schedules ordering terms and conditions. Selection shall be based on
the following in descending order of importance. 1. The expertise
provided by the offeror. The resumes of Key personnel will be evaluated
based on education and experience. We'll be looking for educational
background and especially work experience that shows prior success in
meeting goals and solving problems in the fields of work supported by
the ARO and/or identified by the SOW. 2. Past Performance is closely
associated with the expertise provided. Although the past performance
of the Key personnel is of prime importance, your corporate experience
in the work areas supported by ARO is important. 3. Technical
Approach. Please provide a written response to how you would meet the
needs of the ARO as described in the SOW. 4. Price will be evaluated
for Realism and will become more important as the range of technical
scores narrow. Please provide a breakdown of the price by labor
categories, fully burdened prices per hour, and quantities of hours per
category. Other direct costs should identify what tools you need and
expenses you anticipate to directly support the labor you offer. Please
limit your quote to ten pages total. The time for submission of quotes

copy should follow by mail. Statement of Work I. Program Office: ASN
(RDA)/ARO Crystal Plaza -5, Arlington, VA 22202-0000 II. Project: Cost
As an Independent Variable and Target Costing Support Period of
Performance: Award through 30 September 2000 III. Overview: The
Acquisition Reform Office (ARO) manages Total Ownership Cost (TOC)
initiatives for the Department of Navy. This position functions as the
Cost As an Independent Variable (CAIV) subject matter expert, TOC
Training briefer, TOC Symposium organizer, and government-industry
liaison for Target Costing and cost analysis to the ARO TOC Team
Leader. IV. Scope of Work: The Contractor will provide Training
Workshop(s), TOC Symposium, and dedicated analytical support to the ARO
TOC Team Leader. This is to include briefs to Navy, commercial, and
professional audiences, as desired; development of CAIV policy and
implementation guidance, both within the Navy and coordinating with
other services; and interfacing with industry and professional
associations on Target Costing and other commercial best practices. And
provide support to other ARO initiatives, as required. V. Required
Contractor Services: Task 1 -- TOC Training. The contractor will
conduct Workshops and briefings for Navy Acquisition personnel (and
other audiences, as desired), and will develop and maintain briefing
and workshop materials. Specifically, the contractor will prepare for
and execute two (2) TOC/CAIV Workshops during the calendar year 2000.
The contractor will also help provide CAIV/Target Costing input to a
second, implementation-focused TOC workshop as needed. Task 2 --
Advancing the State of Knowledge in Target Costing, Total Ownership
Cost (TOC), Cost As an Independent Variable (CAIV), and other Cost
matters. The contractor will conduct investigations into industry and
governmental efforts in the areas of Target Costing, Total Ownership
Cost, and Cost As an Independent Variable. The contractor will help
plan, organize, and implement a 2nd Annual Senior Navy Leadership TOC
Symposium scheduled for May/June, 2000. Task 3 -- CAIV Policy and
Implementation Guidance. The contractor will advise on revision of CAIV
policy and development of CAIV implementation guidance, including
inputs to other ARO products and interfacing with other services. Task
4 -- Other ARO initiatives. The contractor will provide input and
assistance for other ARO initiatives as required and agreed to,
including Earned Value Management (EVM) support. VI. Deliverables:
Workshops, briefing materials, reference materials, CAIV implementation
guidance, TOC Symposium (plan and implementation), collaboration
materials for TOC Symposium, and other initiatives as required (i.e.,
agreed upon reviews, reports, input, etc.). The period of performance
is from award thru 30 September 2000. Award is anticipated for 22
