731-7175 Furnish professional consulting services for a comprehensive
market/feasibility study, including real estate appraisal, market
analysis, and cost benefit analysis of Buildings 18, 19, & 20
(Administrative Complex) and Buildings 29, 30, 31, 32, 33, 40, 65, & 66
(Quarters Complex). Immediate surrounding property will be included as
part of this study. Project is located at the Uptown Division, VA
Medical Center, Augusta, Georgia. SELECTION CRITERIA: A. Firms must
have substantial experience in performing market/feasibility analysis
of similar buildings, especially those associated with VA Medical
Centers and/or government facilities in terms of cost control, quality
of work, and compliance with performance schedules. B. Firm must
demonstrate experience in Commercial Real Estate appraisal and market
analysis and/or have a certified MAI or equivalent on staff. C. Firms
must be able to provide all typed material on 3 " floppy disks in
Microsoft Word (preferably Word 97) format. D. Professional
qualifications necessary for satisfactory performance of required
services. Desired professional qualifications include, but are not
limited to, extensive experience in market analysis and appraisals of
real estate (commercial, office buildings, etc.), cost
analysis/engineering and space planning. E. Specialized experience and
technical competence in the type of work required. F. Capacity to
accomplish the work in the required time. G. Acceptability under other
appropriate evaluation criteria. SELECTION: A. Selected VA Engineering
and Contracting staff will review all submitted experience and
qualification packages to determine the highest qualified firms (short
listing). B. All short listed firms will be invited to make a
presentation (45 min. to 1 Hr.) to the VA selection board. C. The VA
selection board will rank and rate all short listed firms. D. A fee
proposal will be requested from the top ranked firm. E. If the VA and
the top ranked firm cannot reach an agreement concerning the cost to
perform this study; a fee proposal will be requested from the second
ranked firm. SCOPE OF WORK: A. Prepare a comprehensive feasibility
study concerning the disposition of Buildings 18, 19, 20, 29, 30, 31,
32, 33, 40, 65, & 66 and surrounding land. These buildings with their
surrounding land will be divided into two (2) areas: (Administrative
Complex -- Buildings 18, 19, & 20) and (Quarters Complex -- Buildings
29, 30, 31, 32, 33, 40, 65, & 66). As a minimum this study will include
an appraisal, market analysis, and cost benefit analysis for each area.
B. As a minimum the cost benefit analysis will evaluate the following
options: STATUS QUO; SELL; LEASE, INCLUDING ENHANCED-USE LEASES;
TRANSFER TO ANOTHER AGENCY; RENOVATE; and DEMOLISH. The following items
will be considered and evaluated in order to prepare the cost benefit
analysis: Current condition and use, Hazardous materials, Historical
significance, Location, Renovation/repair costs, Demolition costs and
Potential use. C. In addition, an appraisal and market analysis,
including highest and best real estate use will be prepared. D. The
objective of this work is to determine the most productive use of the
subject buildings (18, 19, 20, 29, 30, 31, 32, 33, 40, 65, & 66) at
VAMC Augusta. BUILDING DESCRIPTION: A: ADMINISTRATIVE COMPLEX
(Buildings 18, 19, & 20) 1. Buildings 18, 19, & 20 are four story
buildings built in 1913. Except for connecting corridors, exterior
construction consists of granite and brick. Exterior construction of
the connecting corridors is granite and wood. The granite, which is 18"
thick, encompasses the ground floors of Buildings 19 and 20, the
building 19-20 corridor, the first floor of Building 18, and the
Building 18-19 corridor. 2. The exterior surface of Building 19 is
covered with asbestos paint. In addition, some mechanical rooms in
Buildings 19 and 20 have transite (asbestos) panels and floor tiles.
This must be removed and disposed of in accordance with EPA and GA EPD
guidelines. 3. All of these buildings are historically eligible and
any changes must be considered within historical guidelines. 4. The
total square feet for each of these buildings is: a. Building 18 --
28,530 GSF b. Building 19 -- 61,616 GSF c. Building 20 -- 41,481 GSF B.
QUARTERS COMPLEX (Buildings 29, 30, 31, 32, 33, 40, 65, & 66) 1. The
Quarters Complex consists of eight (8) buildings: a. Four (4) duplexes
(Bldgs 29, 30, 32, & 33 1) Bldgs 29 & 30 built in 1927 2) Bldgs 32 &
33 built in 1931 b. One (1) single family unit (Bldg 31) Built in 1927
c. Three (3) detached garages (Bldgs 40, 65, & 66) 1) Bldg 40 built in
1927 2) Bldgs 65 & 66 built in 1935 2. All residential units are wood
frame construction with a finished basement and unfinished attic. The
detached garages are slab on grade and block construction. 3. The
exterior surface of Building 19 is covered with lead based paint. This
must be removed and disposed of in accordance with EPA and GA EPD
guidelines. 4. All of these buildings, which were constructed
between1927 and 1935, are historically eligible and any changes must be

5,948 GSF each b. Single Family Unit (Bldg 31) -- 3,675 GSF c. Single
Family Garage (Bldg 40) -- 288 GSF d. Duplex Garages (Bldgs 65 & 66) --
840 GSF each Interested firms shall submit their qualifications and
experience to: Contracting Officer (111A), VA Medical Center, One
Freedom Way, Augusta, Georgia 30904-6285, no later than close of
business, January 10, 2000. The SF 254, A/E and Related Services
Questionnaire, and SF 255, A/E Related Services for Specific Projects
may also be submitted or used as a guide. ESTIMATED COST: $50,000 --
$100,000. This acquisition is unrestricted as to business size. VA
