This requirement is to reproduce a CD-ROM. This is a 100% setaside for small business. This is a combined synopsis/solicitation for commercial item prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. N47408-00-T-0104 is issued as a request for quotation (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 97-03. This solicitation is Set-Aside for Small Business, Size Standard: $18 million. DESCRIPTION: Naval Facilities Engineering Service Center (NFESC) will provide a master CD, electronic files for the cover booklet, and electronic file for the CD disk face graphic. The contractor will create artwork (CMYK) from finished digital files. WORK REQUIRED: Provide 4,000 copies of NFESC's Environmental Restoration CD-ROM completely assembled and delivered by January 21, 2000 (NFESC will provide electronic files and master CD by no later than January 5, 2000). Burn 4,000 CD's. Create glass master. Duplicate 4,000 CDs using the glass master. Silkscreen full color graphic on the face of each CD. Use silkscreen (not inkjet). Print insert booklet (assume 8 pages for this proposal). Use a press. The cover of the booklet shows through the front cover of the jewel case. The front and back covers of the booklet are a full color graphic with text, the remaining pages of the booklet are white with black text. The booklet should be saddle stitched (8 and 4 page booklets shall be saddle stitched, but a 6 page booklet shall be a trifold). Paper quality should be minimum of 80-lb gloss coated text. Print back cover and spines using a press. Use a press. The back cover and spines of the jewel case are full color. The back cover and spines should be one piece with appropriate folds. Paper quality should be minimum of 80-lb gloss coated text. Provide standard jewel box. Assembly: insert front booklet, back cover with spines, and CD into each jewel case, close case, shrink wrap, pack in boxes. When the assembly process is complete ship or deliver complete order to NFESC. VENDOR REQUIREMENTS: Vendor must have experience with this type of work (CD burning, CD face printing, and booklet printing). Vendor must be located within 20 miles of the Port Hueneme Naval Base, California. EVIDENCE OF QUALIFICATIONS: The following must be submitted with proposals: Your location; 3 References for similar work; A sample booklet with full color front cover, and CD with printed graphic (on face) if you require your samples back, please inform us in your cost proposal. List dimensions (sizes), electronic file formats and platform (Mac or IBM) required for graphics (CD face, booklet, and back cover with spines).
