Safety Board intends to acquire by competitive negotiation 66,000
square feet of rental office space. The rental space must yield
approximately 60,000 usable square feet as follows: Approximately
30,000 square feet of office, conference/training type space, and
approximately 30,000 square feet of warehouse-type space with 45 foot
clear ceiling height along with 60-foot wide hanger doors on three
sides of the structure. The warehouse-type space shall be clear span
and shall be fully conditioned per office specifications. As part of
the rental consideration, the lessor shall provide a 100' X 300' area
to used as a "Bone Yard" that, at a minimum, shall be surrounded by a
security fence. The facility requirements may be filled with either one
building or two adjacent buildings. The facility must be able to
accommodate at least 150 parking spaces in addition to the minimum
number of required handicapped parking spaces. The structure must be
located 1) within a reasonable driving distance from the NTSB
Headquarters (located in the southwest quadrant of the District of
Columbia); 2) within a reasonable driving distance from either
Baltimore/Washington Airport or Dulles International Airport; 3) near
a major university; 4) in an area having easy access to public
transportation (or shuttle bus service to and from public
transportation); 5) within close proximity to hotels and restaurants,
unless overnight accommodations and food services are to be provided on
site. It is estimated that the government shall lease such a facility
for 10 years, with initial occupancy to occur no later than December
31, 2001. All offers expressing an interest should submit in writing
all appropriate information, including the building/site name and
address, and acreage for government use. Documents are to be submitted
