intends to issue, through Simplified Acquisition procedures on an
unrestricted basis, a competitive Request for Proposal (RFP) to provide
services to inspect, repair, modify, and customize a 48 double
expanding exhibit trailer. The trailer will be used for the APTS Mobile
Showcase Program which the Volpe Center is managing for the Federal
Transit Administration. The APTS Mobile Showcase Program will house,
demonstrate, and display state-of-the-art proven transit technologies
in a mobile platform. This showcase will include varied technologies,
such as remote diagnostics, automatic passenger counters, and
communication all working together in an integrated fashion. The
showcase, and its technologies, will be available to the transit
community for presentation, hands-on research, and evaluation. In
October 1999, the FTA obtained from the Federal Highway Administration
(FHWA) the Demonstration Project (DP) 114 mobile platform. This
platform was originally constructed in 1992 by Williamsen Manufacturing
Incorporated and operated for approximately six years as FHWA DP 93.
This platform was refurbished in 1999 to become DP 114. The DP 114
trailer has now been renamed the APTS Mobile Showcase. The objectives
of the effort will be to inspect, repair, modify, and customize an
expandable (16 X 48 ) tandem axle, dual rear wheel, drop-frame trailer.
The trailer shall be customized to facilitate semi-automated tours,
workshops with hands-on interactive demonstrations, classroom
presentations, and technology research and development. The APTS Mobile
Showcase is p lanned to tour the US using a very aggressive schedule.
Set-up and tear-down time associated with the trailer will need to be
minimized. Also, it is very desirable to have a trailer system that is
simple and easy to set up and tear down for both the safety of the
facilitators and the Mobile Showcase assets. The design will facilitate
these requirements by minimizing the number of components that have to
be put in place in the interior of the trailer during setup and
maximizing the number of Mobile Showcase components that are fixed in
place and do not require relocation for transport or for show. The
government intends to provide specialized equipment and materials,
where appropriate, due to cost and lead-time. All other equipment,
materials, and supplies needed to complete this projec t shall be
provided by the successful4 offeror. Work to the trailer will include:
Trailer Inspection -- The trailer and its associated components and
systems shall be inspected as to function and condition (i.e., roof,
tires, electrical, dc electrical, hydraulic, HV/AC, brakes, suspension,
etc.); Trailer Repairs -- The contractor shall make the following
repairs to the trailer: Replace broken hydraulic motor toggle switch on
landing leg control panel; Replace broken latch on hydraulic control
panel cove; Replace lock on battery box cover; Repair and paint minor
side-skin and drip rail damage to driver s side, front expanding side;
Replace missing lug nut on trailer wheel; Rotate improperly installed
chrome wheel covers on trailer wheels; Touch up paint damage around
the outside office door; Repair water damaged ceiling tiles in trailer
ceiling; Repair roof leak. Trailer Modifications to the trailer
windows, interior office wall, exterior surface, door windows, and
electrical connection: Seal and cover four (4) ea. windows located in
the expanding section end walls; These windows will be left in place,
but will be permanently covered on the interior side of the trailer
such that they will not interfere with the operation or presentation of
the trailer. Further, once the windows are sealed they will be covered
with the same material used to cover the walls in other areas of the
trailer; Relocate the interior office wall from its current location to
a location just prior to the fifth wheel deck drop. With the exception
of the office lighting control, equipment and controls c urrently
mounted on this wall shall be relocated to the outside passenger wall
of the office area. The office lighting control will be located in a
position that is convenient to both the outside office door and the
inside office door. The existing FHWA DP 114 exterior text and design
logos shall be removed from the expandable sides and rear of the
trailer. Provide capability to connect trailer to a locally provided
power source via external power connector. Trailer Interior
Customization: The interior of the APTS Mobile Showcase shall be
customized utilizing the figures provided to accomplish the required
Presentation and Research and Development Modes. A Bus Stop theme area
shall be provided inside the entrance to the Mobile Showcase. The area
may include supplied equipment such as s chedule and route
informational kiosk, route planning, bus stop sign, etc. The Bus area
is a dual use area. During shows and tours it will function as a
technology exhibit and presentation area and during workshops it will
serve as a mini-classroom. It will consist of a bus operator s station
complete with seat, dash, bus front and windshield, entrance doors and
side section, handrails, simulated windows, and realistic flooring. A
Bus Operations area shall be provided. It will consist of two separate
computerized workstation areas: Dispatch Area and, Maintenance and
Planning area. These areas shall be ADA compliant. The areas shall be
constructed such that they are contained within the fixed floor area of
the trailer and do not require any set up during the deployment of the
trailer. Each of these areas will have a video monitor for viewing of
workstation specific videos. Specific lighting will be required for
this area that allows for the viewing of the areas, but does not
interfere with the viewing of the monitors and screen in these areas.
The Bus Technology area will encompass the entire driver s side wall of
the expanding section and contain kiosk, video monitors, electronic
work stations, and bus technology in equipment racks. This area will be
unique to the fixed floor and will not require any set up during
deployment. This area will contain seven (7) equipment racks of APTS
technology. The government will provide these racks and associated
technology. Two (2) video monitors for the presentation of theme
related videos will be mounted over two (2) of the th ree (3)
electronics workstations. These workstations (when needed) will fold
out from the wall and will be of heavy construction to withstand bench
top repair of equipment within the trailer. These workstations will be
complete with electrical outlets and additional lighting. Two (2) kiosk
cabinets shall be constructed and provided in the Bus Technology Wall,
one of which shall be ADA compliant. Specific lighting will be
required for viewing of the Bus Technology area. It will extend from
the top of the cabinetry outward and shine onto the cabinets from
above. An office area shall be provided. The office shall have a desk
top work surface on all walls with storage cabinets overhead and filing
cabinets underneath. This area will also house the refrigerator,
microwave,and vacuum clea ner; a computer, printer, and copier/fax
machine; and chairs. A detailed Statement of Work (SOW) will be set
forth in the RFP. This Solicitation is being conducted as a commercial
acquisition under Simplified Acquisition Procedures (SAP), FAR 13.5 on
an unrestricted basis. The applicable SIC Code is 7532. Interested
parties that qualify under this SIC Code must respond no later than 15
days from date of this publication. RFP issuance will be on or about
12/20/99. The solicitation and any document related to this procurement
