information. The Naval Air Warfare Center Aircraft Division (NAWCAD),
Atlantic Ranges and Facilities, Electromagnetic Environmental Effects
(E3) Division has a requirement for support services, including
technical engineering services, materials, and supplies for the
development, operations, and maintenance of all E3 facilities. The E3
Division has been established to provide the expertise and simulation
facilities necessary to conduct research, development, test and
evaluation (RDT&E) and E3 design support, and design support for the
assessment of both tactical and strategic weapon systems and their
associated support systems. This currently includes, but is not limited
to, the E3 of nuclear Electromagnetic Pulse (NEMP), Lightning EMP
(LEMP), Electrostatic Discharge (ESD), Precipitation Static (P-Static),
Electromagnetic Compatibility, TEMPEST, the Naval Electromagnetic
Radiation Facility (NERF) and it's testing of High Intensity Radiated
Fields (HIRF), Hazardous Electromagnetic Radiation (HERO/F/P), and
other Electromagnetic Transients (EMT). Support services include,
management services of the test facilities, systems research,
development, and test and evaluation; developing, reviewing, and
updating technical requirements. The required services include
maintaining, upgrading, modifying, and building new facility system
databases; investigating and evaluating system vulnerabilities and
hardening requirements; researching and recommending hardening
techniques, concepts and approaches; integrating new hardening
techniques; and investigating, evaluating, proposing, or designing new
simulation systems. Services also include test planning, support,
reporting, and data analysis; providing the necessary materials;
maintaining the technical library and documentation and provide quality
control on documentation, materials, and software; and furnishing all
safety equipment required for personnel. This acquisition is being
procured as a competitive, 100% small business set-aside acquisition.
The SIC code is 8711 and small business size standard is determined at
$20 million. The period of performance includes a base year and four
option years. Parties wishing to receive notification when the RFP is
