The Health Resources and Services Administration (HRSA) intends to negotiate on a SOLE-SOURCE basis with the National Conference of State Legislatures, 444 North Capitol Street, NW, Suite 515, Washington, DC 20001 for the development of an objective, nonpartisan handbook on public health, for state and local legislators, legislative staff and other state and local policy makers. The intent of the Handbook is to educate legislators about the essential public health services, distinguishing public health from publicly funded health care, e.g., Medicaid, and increase support for public health programs at the state and local level. The National Conference of State Legislatures is deemed the only responsible source capable of providing the required work and services. The period of performance is 6 months.
