Office intends to award two or more Construction Management Support
Services Contracts. One for project in Puerto Rico and the Islands of
Culebra and Vieques, and one for projects in the Virgin Islands (St.
Thomas, St. Croix and St. John). Please indicate in your response which
area of responsibility your firm is applying. If applying for both
areas of consideration, you firm must submit a response package for
each area separately. The contract term for each area of consideration
will be for a based on year period, with two one-year renewal options.
Proposal Evaluation will be a two step process. For this reason, the
Technical Evaluation and the Cost Proposal shall be furnished
separately. Technical factors for the technical evaluation are of a
subjective nature and therefore, not precise qualifications.
Accordingly, selection will depend on the adequacy and completeness of
the information furnished in response to this solicitation. The Postal
Service has assigned the following evaluation values to the Technical
Evaluation Factors for this solicitation: a)Construction Management
Experience -- 20 points; b) Personnel Qualifications Standards -- 20
points; c)Management Approach -- 10 points; d) Staffing & Resources --
10 points; e) Environmental Experience (OSHA, Architectural
Compliance, Clean Air and Water Act, Historical Significance, etc. --
10 points; f)Technical Engineering/Architectural Expertise -- 10
points; g) Estimating/Scheduling/Claims Expertise -- 10 points; and g)
General Summary of Requirements -- 10 points. Where it is deemed
necessary in order to complete the technical evaluation portion of the
process, the Evaluation Committee may visit the offeror's facility for
the purpose of further determinations relative to any aspect of the
information furnished in response to the solicitation. Each Technical
Proposal will be ranked numerically by the Evaluation Committee, using
the factors and point values as shown above. Upon establishmentof the
list of firms whose Technical Proposals are within the competitive
range technically, the Committee will open and evaluate their
respective Cost Proposals. The final selection will be determined based
on both the Technical and Cost Proposals submitted. Submissions will
