life cycle of torpedo systems subsequent to the development and
production phases, and during the operational and maintenance phases.
The effort is in support of various Heavyweight and Lightweight Torpedo
Weapon Systems supported by Code 81 at NUWCDIVNPT. Contract type is
ID/IQ with CPFF provisions. Anticipated tasks include: Life Cycle
Support Facility (LCSF) operation and support, including the functional
administration of a Torpedo Systems Library; test equipment maintenance
support including database tracking of all test equipment upgrades and
validation testing of new software; Fleet Weapon Introduction support
including problem resolution and configuration management; Weapon
Maintenance Facilities support including providing engineering design
services, technical and document support to establish, outfit, and
place into operation weapon system maintenance and associated support
equipment at Torpedo System Intermediate Maintenance Facilities (IMAs);
technical data support; and Torpedo Weapons Software configuration
management. Estimated level of effort is 311,900 hours over a five year
period of performance projected to start in July, 2000. "Key"
categories include: Design Engineer; Systems Engineer II; Test &
Evaluation Analyst II; Configuration Management Analyst II. This effort
is a follow-on to N66604-95-D-A279 which was awarded to McLaughlin
Research Corporation. This effort, however, will be 100% set-aside for
small businesses. Evaluation scheme is best value, with technical
criteria being Personnel; Technical Approach; and Past Performance.
Only one award is planned. Required Security Clearance level is Top
Secret. The solicitation is subject to FAR 52.222-49, "Service Contract
Act -- Place of Performance Unknown". Wage Determinations have been
requested for Rhode Island and Connecticut. The Contracting Officer
will request additional Wage Determinations for any company requesting
one in writing. Requests must be received by 04 JAN 2000. Our
