R -- PUBLIC SERVICE CAMPAIGN SOL S-LC00024 DUE 122999 POC Ruth Nelson, Contracting Officer, (202) 707-8610 The Library of Congress intends to negotiate on a sole source basis with The Advertising Council, Inc., hereinafter referred to as the AdCouncil, to cooperate together in the preparation and placement of advertising for a public service campaign for "America's Story." The AdCouncil shall direct a public service education campaign that reflects the basic standards of integrity, public acceptance, and general appropriateness by which public service advertising campaigns are judged in determining their broad National and local media support. The AdCouncil shall enlist the support for the campaign from major associations and communications groups. The AdCouncil shall obtain the volunteer support and cooperation of top executives from the advertising/communications industries to provide support and direction for the campaign. Persons serving the campaign on a volunteer basis receive no compensation. The AdCouncil shall select a National advertising agency ranked among the top 40 by Advertising Age Magazine to handle the campaign on a volunteer basis to provide creative design and development for the campaign and the AdCouncil shall work to provide donated media space to promote "America's Story." Capability statements documenting contractor qualifications to perform the work expected as outlined herein, must be received within fifteen (15) days after date of publication of this synopsis. A determination by the government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the government. This notice of intent is not a request for competitive proposals.
