Sources Sought, Ordnance and Explosives (OE) Cleanup at the Former Fort
Ord, CaliforniaThe Government is seeking sources to provide Ordnance
and Explosives (OE) Cleanup at the Former Fort Ord, California to
include application of innovative technologies / approaches in
conjunction with traditional OE removal methods. Potential sources
should be able to demonstrate past experience in the ability to
integrate, manage, and execute all specified aspects of OE risk
reduction/cleanup to include systems integration, and provide data
management (survey and location capabilities, geophysical detection and
discrimination capabilities using analog magnetometers, digital total
field magnetometers, digital electro-magnetometers, and associated
hardware and software analytical tools), historical data analysis,
footprint reduction methodologies, field reconnaissance, engineering
evaluations, geophysical mapping, anomaly discrimination, cost
analysis, risk analysis, statistical sampling and sampling, analysis,
and removal and treatment of OE. Potential sources should also indicate
experience similar to that needed to successfully support and execute
site specific regulatory requirements such as the OE Remedial
Investigation / Feasibility Study (OE RI/FS) and the Endangered Species
Habitat Management Plan (HMP) at the former Fort Ord. Potential sources
must indicate their past experience in the types of work above and how,
if the firm is a small business, it has met Federal Acquisition
Regulations (FAR) requirements for limitations in subcontracting which
state that "at least 50% of the cost of contract performance incurred
for personnel shall be expended for employees of the concern." The
Standard Industrial Classification (SIC) is 8744 -- 500 employees. The
Government anticipates the above work to be performed under an
Indefinite Delivery Indefinite Quantity contract with firm fixed price
(FFP) and cost type task orders. Potential sources should submit a
capabilities statement of no more than 5pages in length which addresses
the following key areas: (1) Management (personnel/organizational staff
experience, project management, etc); (2) Technical (similar work
performed under Government or commercial contract); (3) Past
Performance (current and past clients no more than 5 years previous
include information on contract type and value); (4) Business Size
Status (large, small, SDB/8a, women-owned). Capability statements may
