Main Street, Abingdon, VA. The services to be provided will also include snow removal, solid waste disposal and lawn and ground maintenance services. The contract will be awarded for a base year period of 365 days with four (4) one (1) year option periods. This project is being solicited as a Total Small Business Set-Aside acquisition. The SIC code is 7349. Competitive proposals are being solicited from any interested small business firm using the Best Value criteria. The criteria used to determine the Best Value will be provided in the solicitation package. Price proposals will be separated from the technical proposals, so the evaluators may review and evaluate the technical merits of each offer without any bias towards price. After the evaluators have reviewed all proposals in accordance with the criteria, a competitive range based on both technical and price factors will be developed. The Government has reserved the right to award based on initial proposals, if negotiations are not necessary. If negotiations are required and best and finals are requested the process outlined above will be followed.
