This synopsis is being issued to determine if sources capable of
satisfying the agency's requirements exist. The crane shall meet the
following minimum capabilities and requirements: 1) Shall be road legal
in the State of Oregon, be capable of traveling over the road at 50+
mph. 2) Shall provide all wheel steering, including independent front,
all wheel, and crab steering. 3) Shall be under 8' 6" wide, under 12
feet high in travel mode. 4) The single engine shall be diesel,
approxamatly 400 hp, equiped with a Jacobs type engine brake, and
automatic transmission. 5) The boom shall be fully hydraulic, providing
boom height from approximately 35 ft to 110 ft. Boom elevation shall be
hydraulically activated. The superstructure shall be capable of 360
continuous rotation. 6) The crane shall be equipped with anti-two block
system, and a graphical load moment indicator with audio-visual
warning, and control lever lock-out. 7) The hoisting system shall
provide power up and power down, capable of line speeds over 400 feet
per minute. 8) Main and auxiliary hoists shall be provided, with equal
capacity. 9) Operating control shall be by single axis joystick. 10)
The outriggers shall be designed for three-position settings; 0%
extended; 50% extended, not to exceed 14 feet; and fully extended, not
tot exceed 24 feet. 11) The cranes rated capacities shall meet SAE
J1063 Nov93 "Cantilever Boom Crane Structure -- Method of Test" at 85%
of the tipping load on-outriggers and 75% tipping load on-rubber in
accordance with SAE J765 Oct90 "Crane Stability Test Code" and SAE
J1289 Apr81 "Mobile Crane Stability Ratings." Capacities shall be
provided for on-outriggers 360, on-rubber pick-and-carry, on-rubber
over-the-front, and on-rubber 360 static. 12) The crane must be fitted
with hydraulic supply hose and reel to allow for a hydraulic clam
shovel attachment, providing for trash handling 70 feet below grade at
20 feet radius. 13) Crane must work on-rubber with full 360 load
capability. 14) Crane must have full road controls in both the upper
and lower operating cabs. 15) Factory trained service personnel must be
able to respond to Eugene, Oregon within a three hour period from
receiving a service request call. Parts vendor must be available within
a one way, three hour drive from the same area. 16) The load capacities
shall meet the following minimum critical requirements: a. 45,500 lbs.
pick-and-carry capacity, at 10 feet radius, and 35 feet boom, b.
27,750 lbs. at 25 feet radius, and 60 feet boom, c. 53,000 lbs. at 9
feet radius, and 35 feet boom. 17) Will accept trade-in of old crane as
