E-MAIL: Vanessa R. Beene, vanessa.r.beene1@jsc.nasa.gov. NASA/JSC plans to issue a Request for Offer for the installation of complete automatic fire sprinkler systems in Buildings 2, 35 and 7A. This project also upgrades the existing fire detection and alarm systems to addressable type systems in the same buildings. The former title of this project was "Install Sprinklers and Fire Alarm Systems in Buildings 2, 35 and 7A", which is indicated in the construction documents. The north wing of Building 2 (the administrative wing) is a single story facility and requires 16,000 square feet of new sprinkler coverage. The south wing of Building 2 (the auditorium) requires 30,000 square feet of new sprinkler coverage. Building 35 is a two-story facility and has existing sprinkler coverage in some areas, and requires 12,000 square feet of new additional sprinkler coverage. Building 7A is a three-story facility and has 7,900 feet of existing sprinkler coverage on the third floor, and requires 32,000 square feet of new additional sprinkler coverage. The work includes removing the existing rate of rise heat detectors where indicated, installing an addressable fire detection and alarm system with new ionization type smoke detectors, connecting the new fire piping to the existing automatic sprinkler system, installing a fire piping loop above the hallways, installing branch sprinkler piping and sprinkler heads on each floor, and installing new outdoor, underground backflow preventers and electrically monitored post indicator valves. These buildings contain asbestos. This will require the contractor to perform spot asbestos abatement, on the decking and structural members above the suspended ceiling, to install the piping and conduit hangers. The existing outside below-ground piping may also have asbestos containing material (ACM). The auditorium of the south wing of Building 2 contains friable asbestos. For this reason, it will be necessary to set up critical barriers to establish a negative pressure containment area in the auditorium during the installation of the sprinkler and alarm systems. Precautions against abestos contamination shall be implemented as indicated in the JSC Asbestos Control Manual. This project combines two previously separate projects into one project. Contruction of Facilities (CoF) #96016 covered Buildings 2 and 35, and CoF #97009 covered Building 7A. For convenience of procurement, all three buildings shall use the project identification number 97009. The construction package contains three drawing sets, one set for each building, and two sets of specifications. One specification set covers Building 2 and 35, and the other specification set covers Building 7A. This project consists of a Base Offer and two Additive Alternates. The Base Offer covers installation for Building 2 South (Auditorium) and Building 7A. Additive Alternate #1 is Building 35. Additive Alternate #2 is Building 2 North (Administrative Wing). This modifies Specification Volume 2, Section 01019, Paragraph 1.3.1 and the construction drawings, which originally labled Building 2 North as Additive Alternate #1. The contractor's offer shall identify the construction costs for each building of the Base Offer and the additive alternates (separate pricing forms will be included in the solicitation). Construction shall occur concurrently in each building. Construction in Buildings 2 North, 7A and 35 shall occur on weekdays, from 6:00 p.m. to 6:00 a.m., after normal working hours, and on weekends. The contractor shall clean all areas where work was performed, each night before the buildings reopen at 6:00 a.m., to reduce customer complaints of dust on furniture. To minimize impacts to programs in the Building 2 auditorium, all work must be completed within a 60-day period. No construction will be performed in the Building 2 South auditorium or lobby between February 14 and March 17, 2000. The order of magnitude for the procurement is $500,000 to $1,000,000 and the installation shall be completed within 240 calendar days after notice to proceed. The SIC Code and small business size standard for this procurement are 1711 and $7.0 million for three years. This procurement will be conducted under the Small Business Competitiveness Demonstration Program using NASA MidRange Selection procedures. The contract will be awarded using "Best Value" selection criteria with past performance and relevant experience and cost being of equal importance. The anticipated release date of the Request for Officer (RFO) is on or about December 28, 1999, with an anticipated offer closing date of on or about February 9, 2000. The firm date for receipt of offers will be stated in the RFO. Specifications and drawings will be available for purchase from the vendor identified below.
