purpose of this modification is to correct this synopsis to a Small
Business Set-Aside. The Air Armament Center, Eglin AFB, Florida,
intends to solicit,and award a Firm-Fixed Price contract under Federal
Acquisition Regulation (FAR) part 12, Commercial Acquisition and FAR
subpart 13.5, Test Program for Certain Commercial Items. The award will
be for the monthly, quarterly, semi-annual and annual preventive
maintenance, system testing, trouble-shooting and technical
consultation needs of the Eglin Hospital Fire Protection Sprinkler
System. The suggested period of performance will be for one year, to
begin upon the day of actual award and include a potential for up to 4
additional option years. This solicitation is hereby submitted as a
Small Business Set-Aside. The solicitation number for this announcement
is F08651-00-Q-0375 and is issued as a Request for Quote (RFQ). The
contractor shall provide interim service, when directed, including, but
not limited to, repair, modification, installation, transfer, and
removal of fire sprinkler system components and devices at the Eglin
AFB Hospital. Work will include plumbing, electrical and control cable
pulling services associated with system modifications, and the
incorporation of new equipment or devices and other necessary changes
needed to keep the fire protection sprinkler system operational. Due to
the significant importance of fire protection sprinkler systems in
health care facilities, as well as the direct impact of the condition
of the sprinkler system and Life Safety Code compliance requirements,
all service personnel shall have a minimum of two (2) years experience
with fire sprinkler systems in a health care occupancy setting. They
shall further possess a certificate of training from a recognized
certification authority for fire protection sprinkler systems, to
validate proficiency of skills and knowledge to repair and maintain
these systems in a health care facility. All preventive maintenance and
system operating tests and inspection shall complywith the frequencies
and levels of detail required by the Joint Commission for
Accreditation of Healthcare Organizations (JCAHO) for hospitals and
ambulatory care, long-term care, and behavioral healthcare
organizations. Additionally, all system work shall be in accordance
with (IAW) the National Fire Protection Association (NFPA) Code 25, as
a minimum. These inspections shall include, but not be limited to the
assessment of head placement and presence of obstructions,
diagnostics, trouble-shooting, calibrating and adjusting, identifying
and making known necessary replacement of missing or malfunctioning
parts, leak detection inspections and correction, cleaning, and the
other necessary repairs to maintain the fire sprinkler systems in good
working order. This is a combined synopsis/solicitation for
nonpersonal services prepared in accordance with the format in FAR
subpart 13.5, as supplemented by additional information included in
this notice. This announcement represents the only RFQ format issued.
As thissolicitation is for the acquisition of nonpersonal services, The
Standard Industrial Classification Code (SIC Code) for this acquisition
is 3569 (500). Please identify whether you are a large or small
business based on this SIC Code. This solicitation document
incorporates provisions and clauses in effect through Federal
Acquisition Circular 97-14. As this solicitation is for the acquisition
of nonpersonal services, wage determination and government equivalent
rates apply, IAW FAR 52.222-42, Statement of Equivalent Rates for
Federal Hires. As provided by the equivalent rates for federal hires,
fiscal years 2000-2001, the applicable classification shall be: 23290,
Fire Alarm System Mechanic, WG-2608-10 at $17.10 per hour with a
fringe benefit potential of $5.62 an hour. Additionally, the following
FAR clauses shall apply to this synopsis/solicitation: 52.212-1,
