Main Rd., Portsmouth, RI. for AN/SQQ32 Mine Hunting Sonar System Repair Parts. This effort is not suitable for full and open competition because, as stated in Class J & A No. 63,159, which supports the Basic Ordering Agreement, only Raytheon possesses a thorough knowledge of system design, production, assembly and test techniques necessary to furnish the repair parts for this system. Raytheon is the sole designer, developer and manufacturer of the AN/SQQ-32 System and the Government does not own an AN/SQQ-32 system drawing package which is sufficient for competition of the parts to be furnished.
