Under the authority of FAR 6.302-1, the USEPA intends to negotiate on a sole source basis with LincQuantum Inc, to acquire a Large Volume Injection Equipped Gas Chromatograph capable of performing "Fast GC" (using columns of 50 micons or less) with an electron capture and nitrogen phosphorous detectors, and data system. System operating software, installation, and 5 initial pre-separation columns are to be included. The Government's minimum requirements are as follows: (A) LARGE VOLUME INJECTOR: (1) System must be capable of injecting from 0.1 to at least 100 uL of extract in less than 1 sec.; (2) System must be compatible with gas chromatographic auto injector; (3) System must accept pre-separation columns of at least 200 mm in length; (4) System must provide an auxiliary split as a timed event for the elimination of late eluting matrix interference; (5) System software must be capable of bath processing and method storage within gas chromatographic operational software using Windows 5 or NT operating systems; and (B) GAS CHROMATOGRAPH: (1) Must have electronic pressure controls permitting pulsed pressure injection; (2) Electron capture detector must have sensitivity of 0.02 pg/sec Lindane or less; (3) Electron capture must have internal volume of no more than 150 uL; (4) Oven must be capable of programming at 80 degrees C or more; (5) Gas chromatograph must be capable of using gasses at up to 100 psi or more. This action is being pursued on a sole source basis because LincQuantum Inc., is the only known source of commercially available large volume injection systems that meet all of the above specifications.
