Naval Surface Warfare Center-Carderock Division, Philadelphia, PA. intends to acquire on a sole source basis from Thermacore, Inc. services to investigate technical issues associated with modeling, materials of construction and fabrication of a shipboard bleed air cooler incorporating heat pipe technology and then, based on the experimental data obtained from that technology investigation, proceed with the design and fabrication of an inlet module of a bleed air cooler for subsequent testing at the DDG-51 LBES site at Philadelphia, PA. The contractor is to construct a single thermosyphon without fins for thermal resistance testing at his facility. Successful completion will provide the data needed to proceed with the design and fabrication of a full-scale modular cooler that meets the Navy's specifications. The contractor shall provide services, incidental materials, facilities and personnel necessary to support the design, construction and test of a Bleed Air Cooler inlet module and shell enclosure and an unfinned thermosyphon for thermal resistance testing; the inlet module is to be delivered to the NSWCCD-Philadelphia, DDG-51 Land Based Engineering Site (LBES) for final assembly in accordance with the terms of the contract.
