Federal Law Enforcement Training Center (FLETC) has a requirement for
a research study into law enforcement training focusing on rural crime,
rural gang activities and rural drug behavior. Rural America has seen
a large increase in drug and gang related crimes over the last decade
and rural law enforcement needs to stay abreast of these developments.
The FLETC has determined that the research study would best be
conducted in the states of North Dakota, South Dakota, Montana and
Wyoming (all rural states). It is intended to contract with a higher
education institution which has a graduate level criminal justice
program which specializes in rural law enforcement. Results are
required in accordance with the following schedule: Preliminary Report
-- 1 March 2000, this report will provide a status of actions
completed, actions scheduled and interim recommendations; Draft Final
Report -- 15 May 2000, this report will provide findings,
recommendations and identify long term needs (eg. new training
programs, areas requiring additional study, etc.); Final Report -- 15
Sep 2000, this report will summarize the research to date, the
findings, evaluations of training conducted and recommendations for
future research and training programs. Based upon this tight schedule
offerors are required to submit capability statements and proposed
research methdology to the FLETC no later than the close of business 27
