Open End Fixed Price Supplementary Contract for Professional Architect/Engineer Design Services (SIC CODE 8712 and 8711) to be performed during a one year term with four unilateral one year renewal options for projects located within the state of Florida, from Key West FL to Jacksonville, FL. Construction costs will range up to 1.9 million. The GSA may award up to three contracts for these services. Contracts will be 100% set aside for small businesses. The small business size standard is $2.5 million or less based on the annual average gross revenue of a firm, which has been in business for 3 or more fiscal years. Contractors are encouraged to utilize Women Owned and Small Disadvantaged Businesses as team members. The covered areaswill be as follows; 1- Miami Customer Service Center covering the following counties: Monroe, Dade, Broward and Palm Beach Counties Martin, Port St. Luice, and Indian River; 2- Jacksonville Customer Service Center covering the following counties; Clay, Duval, St.Johns, Alachua, Marion, Columbia, Putman, Volusia and 3 _ the Tampa Customer Service Center covering the following cities: Orlando, Tampa, Port Charlotte, Ft.Myers, Venice, Punta Gorde, Merritt Island, St. Petersburg, Sarasota, Naples, Cocoa, Titusville, Melbourne, New Port Richie, Clearwater, Altamonte Springs, Winter Haven, Longwood, Pinellas, Bradenton, Leesbrug, Cape Canaveral, Lakeland. Contractors may be considered for one or all of the areas. Please state in your 254/255 the area or areas your firm would like to be considered for. A home office must be in each of the locations to be considered. Therefore, a firm must state interest in one or two or all of the locations. Consideration is limited to firms that have an active design production office within the designated geographical locations. Joint venture arrangements will be considered and evaluated for demonstrated ability to provide a quality design effort. Respondents must demonstrate capability and a planned approach to perform all contract services within the designated geographical area(s) of consideration. Supplemental information such as representative examples of prior relevant projects is encouraged. In addition performance under this contract will also require compatibility with Autocad Release 14 generated (min). Specifications (GSA and AIA versions) shall be generated in Word and all cost estimates shall be generated in LOTUS or equal and based on latest version of the Means Construction Cost Database software. Design Services to be provided include, but are not limited to, interior space alterations, furnishing partial and/or complete design or survey services which may involve all disciplines or one or more discipline support for a project or survey, including Architectural, Structural, Civil, Fire Safety, Estimating, Mechanical, Electrical, Geotechnical, Asbestos, landscaping, and interior engineering services for reports, investigations, planning, programming, subsoil investigations, site surveys and analysis, site utility studies, geotechnical engineering services, environmental studies, estimating and cost pricing services, energy studies, audits, pre design services, program/project development, design concepts, tentative design, working drawings, and specifications, construction inspection services, post construction contract services (shop drawing review) materials and other related documents. All when so authorized by execution of task orders. In addition Project Management and Inspection shall be included as an option on projects designated. CONSIDERATION IS LIMITED TO FIRMS THAT HAVE AN ACTIVE DESIGN PROJECTION OFFICE IN EACH OF THE ABOVE CUSTOMER SERVICE CENTERS LOCATIONS. CONTRACTOR MAY STATE INTERESTS IN ONE OR ALL LOCATIONS IF MEETING THE QUALIFICATIONS. Services as prescribed for each separate project will be a fixed price task order to an open-end supplemental contract. The total cumulative fee of open-end supplemental contract is up to $750,000 for each one-year period. The Government will use the fixed price amounts provided in the Supplemental A/E Contract Lookup Table as a mandatory pricing provision. However, the Government reserves the right to issue task orders based on negotiated hourly rates only. Selection will be based on the following evaluation criteria. 1. Experience (35%) Firms experience in designing repair and alteration type projects with construction costs ranging from $50,000 -- $1.9 Million with emphasis on firms in house capabilities and experience working under budgetary and scheduling constraints. 2. Design Ability (25%) Key Personnel_s past experience with respect to design and coordination of repair and alteration projects of this size and complexity. 3. Organization (25%) Firms ability to meet design and construction administration and supervision requirements within the designated geographical area(s). 4. Cost control (15%) Firms ability to develop accurate project budgets and control costs during the Design Process. This is not a Request for Proposal.
