The Space and Naval Warfare Systems Command intends to award a sole source contract to General Dynamics Advanced Technology Systems, Inc. (General Dynamics) for the repair and refurbishment of General Dynamics produced secure voice communications equipment. General Dynamics, original equipment manufacturer (OEM) of secure voice communications equipment and Secure Telephone Unit Third Generation (STU-III) secure communications equipment owns the proprietary rights, data rights and are the only ones formally trained on the repair of their secure voice communications equipment. The Chief of Naval Operations (CNO) has validated numerous requirements for the STU-III. These requirements include, but are not limited to, Navy, Marine Corps, Coast Guard, Military Sealift Command and possible North Atlantic Treaty Organization (NATO) use for the STU-III secure voice communications equipment. In order to meet urgent Fleet requirements, General Dynamics produced STU-III units need to be returned to General Dynamics for repair and refurbishment. The authority for this sole source contract is 10 U.S.C. 2304( c)(1). This contract will be for a base year and four option years.
