U -- ADVANCED LEADERSHIP SEMINARS SOL TIRNO-00-Q-00056 DUE 010600 POC Paul Attorri, Contracting Officer, (202) 283-1103 This is a combined synopsis/solicitation for commercial items prepared IAW the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation # TIRNO-00-Q-00056 is issued as a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-14. The Government intends to negotiate a sole source contract with Signature Resources of Aurora, CO, as the only responsible source whose supplies or services will satisfy agency requirements. Numbered Note 22 applies, as modified to 30 days for receipt of proposals. A list of contract line number(s) and items, quantities and units of measure, and options, is as follows, and also a description of the requirements. CLIN 0001 -- 3 each Advanced Leadership Seminars in Influencing Outcomes; CLIN 0002—1 each two day faculty planning meeting; CLIN 0003 -- 6 each Advanced Leadership Seminars in Influencing Outcomes Follow-On./BACKGROUND : Part 1. Advanced Leadership Seminar -- Influencing Outcomes. In April 1994 a flagship course entitled "Advanced Leadership: Influencing Outcomes" was conducted for senior level managers. Based on feedback from this course, approval was given to continue this course during FY 1995, 1996 and beyond. The course consists of three phases: one week workshop, individual application on-the-job and one week follow-on. The course enables participants to explore/practice personal leadership behaviors that will make them more effective in influencing organizational outcomes. An IRS Executive and contract instructor conducts course. Part 2. Advanced Leadership Seminar -- Influencing Outcomes Follow-on. Since 1994 seventeen courses have been conducted with over 350 participants. To continue this leadership process the Leadership Department has developed a three-day course for past participants of the Advanced Leadership Influencing Outcomes course. An IRS Executive and contract instructor conducts courses./WORK SETTING: The Leadership School, Strategic Human Resources, of the IRS is responsible for: 1. Defining the process by which leadership training is developed and provided to the new and existing managers within the IRS' headquarters and field site locations. 2. Performing configuration management of approved curriculum to ensure that all IRS managers are being taught at the correct level. 3. Providing administrative and management resources to accomplish both mandatory (policy dissemination) and skill (knowledge based) training initiatives./TASKS: Part 1. Advanced Leadership Seminar -- Influencing Outcomes. Contract Instructor will: Conduct /facilitate leadership training, along with Executive Instructor, to a group (24 class size) of top level managers, three time a year. Prepare instructor/participant material based on the course objectives as listed: -- present, study and explore materials that view leadership as dependent on effective relationships and valid information rather than on hierarchy -- create a personal statement of leadership that is principle based -- select a significant leadership challenges and influences its outcome through application of a personal leadership statement and develops a plan for doing so back on the job -- prepare team reports/presentations on how your applied leadership learning impacted ability to meet the selected leadership challenge. Conduct presentations on leadership philosophy, practices and principles. Assist participants to interpret personal leadership behavior feedback data. Have a working knowledge, for discussion with class, of the following books. (Each class member is requested to read one book for discussion with class.) "Stewardship," Peter Block; "The Leadership Engine," Noel M. Tichy; "Paradox Principles," The Price Waterhouse Change Integration Team; "The Leadership Moment," Michael Useem . Provides counseling on individual's performance in groups and on individual application of participant's leadership principles to the back-home project. IRS Executive Instructor will: Sets expectations with group participants. During the Workshop: Present contents. Facilitates discussions Sets expectations with group participants for application. Leads participants in development/refinement of statements of personal leadership principles. Provides feedback to participants on their performance in groups. During the On-the-Job Training: Provides oversight of teams Reviews individual progress and key milestones. Assists participants with recognition and documentation of "success." Available for consultation with participants. During the Follow-On Workshop: Relates individual and team experiences/work products, and abstract principles/models to IRS context/organization Facilitates group self-critiques. Provides feedback to individual on their performance in groups./Part 2. Advanced Leadership Seminar -- Influencing Outcomes Follow-on. Contract Instruction will: Conduct/facilitate leadership training, along with Executive Instructor, to a group (24 class size) of top level managers, three times a year; Conduct presentations on leadership philosophy, practices and principles; Assist participants to interpret personal leadership behavior feedback data; Have a working knowledge, for discussion with class, of the following books. (Each class participant is requested to read one book for discussion with class). "Built to Last," James C. Collins and Jerry I. Porras; "Working With Emotional Intelligence," Daniel Goleman; "Dealing With an Angry Public." Provide counseling on individuals' performance in groups. IRS Executive Instructor will: Set expectations with group participants. During the Workshop-Present contents; Facilitates discussions; Sets expectations with group participants for application; Provides feedback to participants on their performance in groups./ DURATION OF PROJECT Part 1. Advanced Leadership Seminar-Influencing Outcomes. Services are for 16 total days per session (three sessions per year) over a span of approximately twelve (12) months. Three iterations will be offered during FY2000. Each iteration will include: A three day preparatory session with IRS faculty. A five day workshop Two conference calls with small groups during the application phase. Availability for additional individual and group consultation during a three month period of application A four day follow-up session. Part 2. Advanced Leadership Seminar-Influencing Outcomes Follow-on Services are for three (3) total days per session (six (6) sessions per year)./SKILLS/EXPERIENCE REQUIREMENTS. Part 1 and Part 2. Advanced Leadership Seminar-Influencing Outcomes and Advanced Leadership Seminar-Influencing Outcomes Follow-on. Because this course is intended as an interactive learning experience based on the premise that participants are experienced managers of managers, the faculty needs to bring a personal, comprehensive background of experience, scholarship and presentation/facilitation competency for advanced leaders. Faculty must demonstrate:1. Evidence of personal education and scholarship over a wide array of leadership theories and practices, e.g., educational background and experience in planning and presenting similar seminars on leadership. 2. Evidence of ability to complete tasks required in the areas of facilitation and counseling. 3. Evidence of experience in leadership development of top managers in a corporate or academic setting with feedback from clients reflecting the highest quality. 4. Knowledge of the IRS as it pertains to leadership of the organization of both people and products. Classes are to be held in Wash. DC in February thru Sept. 2000.
