Environmental Protection Agency (US EPA), National Health and
Environmental Effects Research Laboratory/Human Studies Division,
Chapel Hill, North Carolina, is seeking qualified sources to provide
the services listed below at government owned facilities located at:
EPA Human Studies Facility, 104 Mason Farm Road, Chapel Hill, NC
27599-7315. Services include operation, maintenance, repair,
modification, and improvement of eleven (11) human exposure chambers
and their associated support systems, an aerosol particle concentrator
and exposure chamber, two non-exposure test rooms, four (4) in vitro
exposure chamber pairs and their support systems, and a Medical Station
with associated biomedical equipment. The support systems include a
high capacity clean air supply system, associated computers, pumps,
filters, fans, heated and chilled glycol supply equipment, a large
capacity heat exchange system for generating 550 degree oil, electrical
supply equipment and wiring, pollutant generation and control equipment
and associated computers, and eight computer controlled individual air
handling units providing custom conditions to the human exposure
chambers. The contractor is expected to perform this support with an
on-site work force and to have experience in the operation,
maintenance, and repair of environmental systems and complicated test
equipment. This procurement is a follow-on to EPA Contract 68D50170
with TRC Environmental Corporation. EPA anticipates awarding a
combination fixed price/cost reimbursement type contract. The SIC code
is 8733 with a size standard of $5M in average annual receipts over
the preceding three fiscal years to be considered a small business;
however, it is anticipated that contract award will be as a result of
full and open competition (no set-aside). EPA anticipates initially
issuing a draft RFP for the purpose of soliciting questions/comments
from interested sources before issuance of the solicitation. The draft
solicitation is expected to be issued on or about 01/04/2000 with the
actual solicitation being issued on or about 03/01/2000. The draft
RFP, the actual RFP, and any amendments will only be available via the
Internet World Wide Web at the following site:
http://www.epa.gov/oam/rtp_cmd. It will be the responsibility of each
firm to frequently check the same site where the RFP is posted for any
amendments. All responsible sources may submit a proposal which shall
