Alternatives for the Combat Rescue Analysis of Alternatives (AoA) FROM:

Wright-Patterson AFB OH 45433-7233 SUBJECT: Combat Rescue AoA Request
for Information (RFI) #1 1. Air Combat Command (ACC) is analyzing
concepts/alternatives to assess their relative cost effectiveness and
affordability for sustaining the U.S. Air Force's Combat Search and
Rescue (CSAR) capability. After complete concepts/alternatives
(aircraft platform-level, including subsystems, and support/training
systems) are received, the Air Force intends to analyze those that
provide the most opportunity to satisfy currently deficient mission
capabilities while maintaining, as a minimum, existent Combat Rescue
capability. A detailed Analysis of Alternatives (AoA) will follow to
ascertain whether or not the concepts/alternatives exceed/meet/do not
meet the specific measures of effectiveness. The AoA will include
modeling, simulation, and CSAR scenarios projected for 2010. If this
analysis results in the initiation of an acquisition program to procure
a replacement for the HH- 60G aircraft, the Initial Operational
Capability (IOC) would be in place by the end of FY07. Complete
concepts/alternatives must be submitted. 2. This is not a Request for
Proposal. The Government does not intend to award a contract on the
basis of this RFI. Submitting concepts/alternatives for the RFI is
voluntary, and participants will not be compensated. The attachments
included in this RFI are as follows: a. Attachment 1 -- Combat Rescue
AoA Library Documents List. (A Combat Rescue AoA Library is being
established at Wright-Patterson AFB to provide access to documents
relevant to this AoA and the CSAR mission. To obtain copies of
documents in this library, requesters must provide ASC/LUH with a
letter, in advance, identifying the intent to obtain materials from the
library. This letter must specifically identify the company name,
company address, full name and office phone of requester and list of
current Government contract numbers. This letter must also identify the
full name of the person who is authorized to sign for the documents at
pickup. If the requestor is qualified for access, the Government will
provide these documents in person through Ms. Anna Gales-Johnson,

Attachment 2 -- Combat Rescue AoA Background Information. (AoA
assumptions and constraints, mission need, scenarios, threats,
operational environment, mission tasks, combat rescue players and
methods, and employment and support concepts. c. Attachment 3 -- Combat
Rescue AoA Request for Information (RFI) 3. Responses should be
submitted on CD-R in an electronic format that is compatible with
Microsoft Windows and Office 97. One CD each should be provided to the
individuals listed in paragraph 5. If the CD contains
proprietary/competition sensitive information, the CD and cover label
should be marked ""Proprietary/Competition Sensitive Information.""
Also, two paper copies of the response should be submitted unbound in
three-ring binders to each of the individuals in listed paragraph 5 and
must be clearly labeled ""Proprietary/Competition Sensitive
Information"" on the cover sheets and in close proximity to this type
of information on each applicable page. Proprietary/competition
sensitive information will be protected from disclosure. On the cover
sheets, label the ACC/XRYS hard copies as ""Copy 1 of 6"" through
""Copy 2 of 6,"" the ASC/LUH copies as ""Copy 3 of 6"" through ""Copy
4 of 6," and the 53 TEG/TA copies as ""Copy 5 of 6" through ""Copy 6 of
6." The paper copies and the electronic versions must be identical in
all respects. Page size shall be 8.5 x 11 inches, not including
foldouts. Pages shall be single- spaced. The font size shall be no less
than 12 point. Use at least 1-inch margins. For page counting purposes,
double-sided pages shall be treated as two pages. The page count for

information must be provided separately as an appendix to the basic
response and can be no higher than SECRET level. A single paper copy
must be provided to each of the individuals listed in paragraph 5.
Transmission of classified information must be accomplished as per the
procedures in DOD 5220.22M, National Industrial Security Program,
January 1995. If you plan to respond with a classified appendix, you
must notify all of the following individuals via e-mail as soon as
