Notice #405537 dated 12/3/99. The INL Bureau is urgently requesting
offers for the purchase of a fast interceptor boat to be operated in
varying sea & weather conditions within the territorial boundaries of
the Bahamas. This procurement is a small business setaside. Vendors
will be requested to supply written certification to the Contracting
Officer of their small business status. Vendors who have not already
requested a copy of the complete specifications, must do so from the
Contracting Officer at fax 202-776-8775, as well as additional
clarifictions which for want of space are not included here. This
additional information is being supplied to all interested vendors in
order to assist them in preparing their offers. 1. THE CLOSING DATE FOR
THIS NOTICE IS HEREBY EXTENDED TO MONDAY, DECEMBER 20, 1999. 2. The
Contracting Officer has received certain questions from interested
vendors regarding this procurement for a Fast Boat for the NAS,
American Embassy, Bahamas. The questions were supplied to the Project
Office, NAS, Bahamas by the CO in writing and that office responded
with written answers as follows: -- What is the required delivery date
for this vessel? March 1, 1999. -- Who is required to furnish the
instrumentation for the vessel? All instrumentation must be supplied
and installed by the vendor. -- What kind of fuel system is required
for the vessel? Standard steel or aluminum will be acceptable only. --
Provide clarification concerning the required sea trial for the vessel
which is addressed in the specifications. The sea trial will be as
described in the specifications. It will be an actual demonstration of
the vessel which is being purchased, and will take place under open
sea conditions. The trial will take place after award of the contract,
but before payment is made to the vendor. The Govt. is aware that
payment cannot be delayed and will therefore be ready almost
immediately to conduct this sea trial after receipt of the delivery of
the vessel. —Explain the demonstration requirement for the
vessel. Vendors will be asked to demonstrate either the model being
offered/requested by the Govt., or a similar vessel constructed by the
vendor. Demonstrations and results of this will be part of the overall
technical evaluation and will be requested of all vendors/Offerors
whose offers are rated technically sufficient by NAS, American Embassy,
Bahamas. NOTE ONCE AGAIN: The award will be made based upon Best Value
for the Government with technical factors more important than
cost/price. The Government is not required to accept the lowest
cost/price but will award to the vendor whose total package
including,(overall factors as spelled out in the specifications) and
delivery time required, as well as cost/price best meets the
requirements of the Government in this case. Now with regard to the
extensive requirements in the specifications which are spelled out
under the headings:INSPECTION REQUIREMENTS, DEMONSTRATIONS
REQUIREMENTS, AND SITE INSPECTION,YOU MUST NOW FAX THE CONTRACTING
