Combat Identification System Gunnery Trainers: The Product Manager for
Combat Identification (PM CI) is seeking qualified sources to provide
a low-cost Battlefield Combat Identification System (BCIS) Gunnery
Trainer (GT). BCIS is a millimeter wave Question and Answer (Q&A)
cooperative Combat Identification (CI) system designed for ground
platforms. The BCIS operator initiates a target identification query as
part of the fire control sequence. Upon initiation of the laser
range-finder, BCIS sends out a simultaneous interrogation. The system
waits for valid responses to declare a friend. The time to complete
interrogation response cycle is less than 1 second. The BCIS azimuth
beam width is approximately 2.3 degrees full angle. The GT must be
rugged enough to operate in a gunnery range environment. The GT must
adequately emulate BCIS performance and duplicate interfaces to
platform visual and audio cues. The GT will consist of an interrogator
onboard the shooting platform, and a transponder co-located with each
friendly gunnery target vehicle. It is desired that the Gunnery
Trainer not require additional hardware mounted on the shooting
platform. Special GT interrogator kits will be considered on the
shooting platform, if required,to provide a low cost transponder. The
GT shall have an MTBF of no less than 10,000 hours. The transponders
shall be capable of operating from 120v AC as well as battery operated
for a period of no less than 120 hours. The interrogator, if required,
shall be compatible of operating continuously using existing platform
power. The GT shall be capable of operating in all gunnery operating
conditions, weather, temperature, fog, dust, smoke, etc. conditions.
The desired unit price for a transponder or interrogator/transponder
set is $ 5,000.00 in quantities of 500 systems. The information
provided by this sources sought advertisement will be used to develop
an acquisition strategy for GTs. At this point the Government does not
have funding and there is no obligation tosubmit an RFP as a result of
the information obtained in the sources sought advertisement. If
proprietary data and information is provided as part of any response,
cleary identify and mark this information as proprietary. This survey
is also issued IAW the requirements of FAR Part 10 to determine the
applicability of FAR Part 12, "Acquisition of Commercial Items." Send
