This is a combined synopsis /solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This announcement shall be considered a Request for Quotes (RFQ). This RFQ incorporates all provisions and clauses in effect through FAR Circular 97-14. This RFQ has 0% set-aside for small business, with a standard industrial code (SIC) of 5045. This RFQ is FOB Destination with delivery and acceptance at the Uniformed Services University. Payment terms are net 30 days after receipt of invoice. Equipment shall include the manufacturer or distributors best commercial warranty offered under the manufacturers standard commercial terms and conditions. The Uniformed Services University of the Health Sciences, the Department of Defense Medical School and Health Sciences University, intends to negotiate on a sole source basis for the purchase of an image acquisition system consisting of a high resolution cooled digital camera, motion control module, filter wheel system, 25mm shutter and controller, and IPLAB for MacIntosh software from Scanalytics, Inc. of Fairfax, Virginia. The system must be compatible with an Olympus Microscope Model IX70 and system software must be Apple MacIntosh or Power Mac computer compatible. Software must provide the following features: quantitate, multi-fluorescence, time lapse, animation, 3-D perspective plotting, image ratios, morphology, image annotation, editable color tables, image enhancement, mosaic, GFP, 3-D de-bluring, 3-D volume rendering, stereology, row and column averages, image registration, image arithmetic, and calibrate. Interested vendors may submit quotes that must include complete technical literature and specifications, pricing, and past performance data, including names, places and locations where equipment is currently operating. If equipment is available on GSA Federal Supply Schedule, contract number should be provided. FAR 52-212-1, Instructions to Offerors -- Commercial Items is applicable. FAR 52.212-2 Evaluation -- Commercial Items -- is applicable and the evaluation criteria are technical, past performance and price in that order. All offerors are required to submit a completed copy of FAR Provision 52.212-3 Offeror Representations and Certifications -- Commercial Items, prior to award of the contract.
