Environmental Protection Agency, National Risk Management Research
Laboratory (NRMRL) Air Pollution Prevention and Control Division
(APPCD) has a requirement for statistical support in experimental
design, in the analysis of data generated by APPCD-sponsored projects,
and in the review of statistically-based reports and papers. APPCD
researches, develops, and demonstrates air pollution prevention and
control technologies for manufacturing and processing industries, power
plants, incinerators, indoor environments, and sources of greenhouse
gases. Research includes characterization and assessment of all sources
of air pollution and verification of the performance of innovative
technologies. The successful contractor shall develop optimal plans for
laboratory and field studies, develop models that address bias and
variability in measurements, apply time series methods to research
measurements, and correlate studies for the development of surrogate
analytes. A quick turn-around on specific tasks shall be required. The
proposed contract is a 100% SMALL BUSINESS SET ASIDE. The applicable
SIC Code is 2721 (500 employees). EPA anticipates the award of a five
year, fixed rate, Indefinite Delivery/ Indefinite Quantity (ID/IQ) task
order type contract. The minimum ordering amount is expected to be
$15,000. The maximum ordering amount is expected to bo $180,500.
Solicitation No. PR-CI-00-10041 is expected to be issued in early
January and close 30 days thereafter. It will be available on the
Internet at http://www.epa.gov/oam/cinn_cmd. Interested parties are
expected to download the solicitation and subsequent amendments from
the given web site. Hard copies be issued on a limited basis to those
eligible firms without Internet access. Requests for hard copies may be
mailed, faxed or e-mailed to the POC. It is the responsibility of
potential offerors to frequently check the site for any amendments. All
responsible sources may submit a proposal which will be considered by
