Air Force Research Laboratory (AFRL), Space Vehicles Directorate (VS)
at Kirtland AFB, NM and Hanscom AFB, MA is interested in receiving
proposals for the Distinguished Space Industry (DSI) Fellows Program.
This program invites industry and academia to participate in this
unique space technology development opportunity at the AFRL/VS
Directorate by proposing an individual to advance the state-of-the-art
and scientific knowledge in space technology. If an offeror is
selected for award the individual will be known as a DSI Fellow. The
DSI Fellow remains an employee of their sponsoring company while
participating in the program at the applicable VS location for a period
of one year, and will conduct specific technology development effort.
In addition to conducting research, the DSI Fellow will participate in
an Enrichment Program designed to provide participants with a thorough
understanding of Air Force space technology requirements, the business
practices to meet them, and knowledge of other space community
programs. Travel will be required to participate in the Enrichment
Program. Approximately five trips during the year are anticipated.
Approximately 80 percent of the fellow's time will be devoted to the
research project and 20 percent to the Enrichment Program. The
successful offeror will be responsible for identifying a mentor within
the company who will maintain contact with the DSI Fellow during the
one year that they are in the program. An Organizational Conflict of
Interest Clause will be included in any resultant contract since the
DSI fellow may require access to proprietary data from other companies.
Non-disclosure agreements will be required. AFRL/VS anticipates
awarding five, firm-fixed price contracts in the amount of $135,000.00
each. Typical costs may include the research project, travel,
relocation, etc. It is anticipated that awards will be made during
April 2000 with a start date during August 2000. Payment will be made
monthly based upon government acceptance of an informal monthly status
report with final payment made once the government accepts the final
report. At the Space Vehicles Directorate Kirtland AFB, NM the four
technical areas are (1) Future Power Generation Systems; (2)
Spectral/Polarimetric Phenomenology and Data Utilization Concepts; (3)
Distributed, Multi-Static Sparse Aperture Radar Signal Processing and
Payload Simulation; and (4) Advanced Satellite Design and Mission
Concepts. At the Space Vehicles Directorate, Hanscom AFB, MA the
technical area is (5) Space Environmental Effects on Satellite Systems.
Offerors may submit separate proposals that nominate more than one
person for each area and/or propose the same person for more than one
area. Offerors should indicate in the proposals their first, second and
third project preference. The technical and cost proposals and
administrative data shall be submitted in separate volumes in original
and three copies with the original marked to distinguish it from the
copies and shall include the information required by the proposal
preparation and cost proposal instructions. The closing date of this
announcement is 29 February 2000. Submit proposals for all technical
areas to AFRL Det 8/PKVS, Shari D. Barnett, Contracting Officer, 2251
Maxwell SE, Bldg 426, Rm 134, Kirtland AFB NM 87117-5773. Proposals
sent to any inappropriate address are ineligible for award. Project
numbers 1 through 4 require the selected candidates to locate to VS at
Kirtland AFB and project number 5 requires the selected candidate to
locate to VS at Hanscom AFB during the duration of the contracts.
Offerors and the DSI candidate must be willing to sign non-disclosure
agreements; give Enrichment Program activities a high priority; and,
possess the appropriate security clearance (if required). The proposals
will be evaluated by a peer or scientific review process in accordance
with the following evaluation criteria listed in descending order of
importance: 1. The overall scientific and technical merits of the
proposal, 2. Capabilities, related experience, techniques or unique
combinations of these which are integral factor for achieving proposal
objectives; and, 3. Availability of Funds. No further evaluation
criteria will be used in selecting the proposals. Discussions are at
the discretion of the AFRL and are typically used only to decide
between two seemingly equally qualified offerors. AFRL reserves the
right to select for award any, all, part or none of the proposals
received in response to this announcement, subject to the availability
of funds. Topic areas may involve technology that is subject to U.S.
Export Control Laws. It is anticipated that awards will be
unclassified, with the exception of project number 3, Distributed,
Multi-Static Sparse Aperture Radar Signal Processing and Payload
Simulation, with limited access. A Secret Clearance is required for
project number 3. The proposal shall include validation that the
nominee possesses a Secret Clearance. Only offerors who are certified
by the Defense Logistics Information Service (DLIS) may submit

firms and US firms proposing use of foreign nationals as a DSI Fellow

contemplating submitting a proposal so a Foreign Disclosure Policy
Review can be conducted. Firms responding should indicate if they are
a Small Business, a Socially and Economically Disadvantaged Business,
an 8(a) Qualified Business or a Woman-Owned Business. This announcement
is an expression of interest only and does not commit the government to
pay for proposal preparation cost. The cost of preparing proposals in
response to this BAA is not considered an allowable direct charge to
any resulting contract or to any other contract. However, it may be an
allowable expense to the normal bid and proposal indirect cost.
