National Vehicle Population Profile synopsis published on October 6,
1999. This is a combined sole source synopsis/solicitation to R.L. Polk
Company of Southfield, MI for commercial items prepared in accordance
with the format in Federal Acquisition Regulation (FAR) Subpart 12.6,
as supplemented with additional information included in this notice.
This announcement constitutes the only solicitation; proposals are
being requested and a written solicitation will not be issued. The
solicitation number is DTRS57-00-Q-80007 and is issued as a Request for
Quotation (RFQ). This solicitation is being conducted under Simplified
Acquisition Procedures (SAP), FAR PART 13.5. This solicitation
document and incorporated provisions are those in effect through
Federal Acq uisition Circular 97-14. This solicitation is not a small
business set-aside; the Standard Industrial Classification code is
8732. This combined synopsis/solicitation contains Base Item 1, Base
Item 2, and Four (4) Options. The Requirements are as follows: Base
Item 1 -- 1991, 1992, 1993 and 1994 Calendar Year New National Light
Truck Registration Data: Total Price $___________; Base Item 2 New
National Light Truck Registration Data Preparation Charge: Total Price
$_________; Item 3 -- Option 1 1995, 1996, 1997, 1998 Calendar Year
New National Light Truck Registration Data: Total Price $___________;
Item 4 -- Option 2 1999 Calendar Year New National Light Truck
Registration Data, File Preparation Charge, and Addition of one (1)

Light Truck Registration Data; Total Price $___________. Statement of
Work: The Contractor shall provide the New National Light Truck
Registration Data by Model year within the Calendar Years 1991, 1992,
1993 and 1994 on CD-ROM. These data will include Polk s VINA coded
Make,Model, Body Style, Restraint System, Country of Origin, Gross
Vehicle Weight (GVW) Rating Class, and Monthly Counts. The Country of
Origin and GVW Rating Class are two additional data fields being added
to the Light Truck Registration Data. Option 1, if funded, the
Contractor shall provide the New National Light Truck Registration Data
as stated ab ove by Model year within the Calendar Years 1995, 1996,
1997 and 1998. Option 2, if funded, the Contractor shall provide the
New National Light Truck Registration Data as stated in Paragraph 1 by
Model Year within the Calendar Year 1999. In addition, the Country of
Origin data field will be added to the National New Car Registration
data fields in the current R.L. Polk Contract, #DTRS57-99-C-00009.
There is no GVW Rating Class applicable to cars. Option 3, if funded,
the Contractor shall provide the New National Light Truck Registration
Data as stated in Paragraph 1 by Model Year within the Calendar Year
2000. The Country or Origin data field will also be added tothe
National New Car Registration data fields in the current R.L. Polk
contract. Option 4, if funded, the Contractor shal l provide the New
National Light Truck Registration Data as stated in Paragraph 1 by
Model Year within the Calendar Year 2001. The Country of Origin data
field will also be added to the National New Car Registration data
fields in the current R.L. Polk contract. The 1999, 2000, and 2001
light truck data under Options 2, 3, and 4 will be provided in two
installments: January June and July December on CD-ROM. Delivery shall
be FOB destination for all items to: USDOT/Volpe National
Transportation Systems Center, Attention: Mrs. Marjorie Saccoccio,
DTS-44, 55 Broadway, Kendall Square, Cambridge, MA 02142. The provision
at 52.212-1, Instructions to Offers Commercial, is hereby incorporated
by reference. The provision at 52.212-2, Evaluation Commercial Items:
(a) The Government wil l make an award resulting from this
solicitation to the responsible Offeror whose offer conforming to the
solicitation will be most advantageous to the Government, price and
other factors considered. The following factors shall be used to
evaluate offers: (i) technical capability of the item offered to meet
the Government requirement; (ii) price; (iii) past performance. (b)
Options. The Government will evaluate offers for award purposes by
adding the total price for all options to the total price for the basic
requirement. The Government may determine that an offer is unacceptable
if the option prices are significantly unbalanced . Evaluation of
options shall not obligate the Government to exercise the option(s).
(c) A written notice of award or acceptance of an offer, mailed o r
otherwise furnished to the successful Offeror within the time for
acceptance specified in the offer, shall result in a binding contract
without further action by either party. Before the offer s specified
expiration time, the Government may accept an offer (or part of an
offer), whether or not there are negotiations after its receipt, unless
a written notice of withdrawal is received before award. The Offeror
will certify that the data and reports are in compliance with the
specifications written. The Offeror will provide past performance
information as follows: (Three references where stated data/reports
have been delivered to other customers). The Government will evaluate
offers for award purposes by adding the total price for all options to
the total price for the basic requirem ent. Evaluation of options
shall not obligate the Government to exercise the option(s). All
Offerors must include a completed copy of the provision at 52.212-3,
Offeror Representations and Certifications Commercial Items with their
offer. The clause at 52.212-4, Contract Terms and Conditions
Commercial Items, applies to this acquisition. The clause at 52.212-5,
Contract Terms and Conditions Required To Implement Statutes or
Executive Orders Commercial Items, applies to this acquisition;
additional clauses cited in 52.212-5(b) that apply to this acquisition
are: 1, 3, 5, 7, 8, 9, 11, 12, 13, 14, 15, 22. The clause at
52.232-18, Availability of Funds (APR 84), applies to this acquisition.
