notice is republished from previous 9/1/99 notice to revise the
expected date of issuance date of the solicitation. NASA/GSFC plans to
issue a Request for Proposal (RFP) to provide continued support to
GSFC's Ocean Color research programs and flight projects (OCP) and the
NASA Seasonal-to-Interannual Predicton Project (NSIPP) program. These
programs are central to the NASA Earth Science Strategic Enterprise
and are key components of the GSFC Laboratory for Hydrospheric
Processes (Code 970). The ocean color program and NSIPPS germinated
from within the Oceans and Ice Branch (Code 971) and are lead by
research staff formally trained in oceanography. While the ocean color
program is heavily oriented towards remote sensing observations,
NSIPPS is strongly oriented towards modeling the physical environment
(oceans, atmosphere, and land) and data assimilation. The SeaWiFS
Project, the NSIPPS Project, and the MODIS oceans team have substantial
operational requirements and are heavily dependent on contract support.
There are many parallels and connections between the two programs. The
primary objectives of the OCP are (1) produce global data sets of
oceanic bio-optical properties, (2) examine marine ecosystems, and (3)
investigate the linkages between physical, chemical and biological
oceanic processes. The primary objectives of NSIPP are (1) produce
global estimates of land, oceanic, and atmospheric physical properties
(e.g., circulation patterns and temperature fields), and (2) develop
predictive capablilities for seasonal-to-interannual climate
variability. It is anticipated that, eventually, products will be
routinely exchanged between the two programs. For instance, the OCP
activities will require oceanic and atmospheric temperature, salinity,
circulation, and mixed layer fields for a variety of research topics
which can be provided by NSIPP. On the other hand, NSIPP will need
global oceanic surface diffuse attenuation fields from the OCP to
improve sea surface temperature and air-sea heat flux estimates. We
anticipate release of the RFP on or about December 30, 1999, with
proposals due 30 days later. It is expected that a Cost-Plus-Award-Fee,
Indefinite Delivery -- Indefinite Quantity 5 year contract will be
awarded. Additionally, a separate Firm Fixed Price type phase-in
contract may be awarded to the selected offeror. The provisions and
clauses in the RFP are those in effect through FAC 97-13. The
Government does not intend to acquire a commercial item using FAR Part
12. See Note 26. The SIC Code and Size Standard are 7371 and $18.0M,
respectively. The DPAS rating for this procurement is DO-C9. All
qualified responsible sources may submit a proposal which shall be
considered by the agency. An ombudsman has been appointed. See Internet
Note "B". The solicitation and any documents related to this
procurement will be available over the Internet. These documents will
be in Microsoft Office Suite (Word 6.0, Excel 5.0, or PowerPoint 4.0)
format and will reside on a World-Wide Web (WWW) server, which may be
