B -- DNA EXTRACTION FROM BLOOD CLOTS SOL NCI-RFQ-00029-NV DUE 122899 POC Debbie Moore, Purchasing Agent, 301-402-4509, Todd Cole, Contracting Officer, 301-402-4509 The National Institutes of Health, National Cancer Institute (NCI) plans to procure services from BioServe Biotechnologies, P.O. Box 17140, Baltimore, MD 21203 to extract DNA from blood clot samples of persons with and without breast cancer (approximately 1,700 extractions shall be made from 1,500 blood clot samples). This study is associated with a Z01 project for molecular epidemiology of breast cancer that is being performed by the University of Buffalo . In the overarching study, which includes the Z01 project, biomarkers of breast cancer risk, which involve alcohol related risk factors, are being identified. As a DNA source, NCI has blood clot samples available for this study. Appropriate scientifically verified extraction procedures shall be used to obtain quality DNA from the aforementioned blood clots. The University of Buffalo utilized BioServe for extracting DNA from its blood clots under the Z01 study; therefore, to maintain the integrity and quality of research data, BioServe is the only organization known to the NCI Researcher that will not introduce new variables into the study. Furthermore, BioServe is the only organization known to the NCI researcher that has had DNA extraction methods for blood clots scientifically peer reviewed and has achieved positive results that have been published in available scientific literature. Without such review and publication, unreviewed methods may affect the integrity of the overall comparison study results. This is not a request for competitive quotation. However, if any interested party believes it possesses this capability and can perform the above requirement, it may submit a statement of capabilities. The statement of capabilities and any other information furnished must be in writing and must contain material in sufficient detail (including evidence of peer review and valid scientific publication of methodology data) to allow NCI to determine if the party can perform this requirement.
